Dear Ms. Zulauf and Mr. Clugston:
This letter is provided as a response to the City's comment letters regarding Jenna Lane Multi
Family, dated August 29th, 2014. Each item has been carefully reviewed and considered and
the following is a summary of how each item was addressed.
Comments from Mr. q1y_qs:ton
1. Lot Line Adjustment: Before the building permits can be issued, a lot line adjustment
needs to be completed and filled at the county. Please submit the required materials
and fee at your earliest convenience.

2. Mechanical Equipment: Condition #2 of the design approval indicates that all
mechanical equipment must be hidden, camouflaged or screened. This includes
residential equipment as well as PUD transformers and the like. No mechanical
equipment is shown on Sheet C4; please verify.
No mechanical equipment is used on the Project. PUD equipment will be green
color.
3. Illumination note: Please add the 'illumination note' shown on Sheet C3 to all of the
elevation sheets.
0 The illumination note is included on sheets C2, C3 and C4.
4. Deck Status: What is the status of the encroaching deck at the western property line?
The call out on Sheet C3 shows a "2' x 12.76' deck easement" — if that is the case,
please provide a copy of the easement. Also, on Sheet C2, show the deck as being
protected with the high visibility construction fence.
The deck on Sheet C2 is now being protected with a high visibility -fence. The
rest of the comment has been rescinded.
5. Colors: Please identify and label the colors chosen for buildings on the elevation sheets
(Al).

6. Site Plan: On Sheet BP1, show the required building setback lines for the site. Also,
show the fireplaces, trellises and similar projects and label them (and patios), as
appropriate.

7. West retaining wall: On Sheet C3, please add a label for 'original grade' or 'OG' to each
of the TW/BW callouts. Because the wall is within a required setback, the top of the
wall can be no higher than 3 feet above original grade.

8. Landscaping: Condition #8 of the ADB's July 2nd decision indicates that the
landscaping along the eastern property line is to by Type I. Type II is currently shown
on Sheet L-1. Please revise.
This has been revised per follow-up e-mails.
9. Landscaping irrigation: Please add the required irrigation system to either the civil
drawings or the landscaping plan.
® An automatic irrigation system is now included and can be seen on Sheet C3 and
C4.
10. Landscape Bid: In accordance with ECDC 20.13.040, please submit and itemized cost
estimate for all landscaping and irrigation.
® This is included with the submittal package.
Dispersal trench should be moved east as much as possible away from the property line
to minimize any impact on WSDOT right-of-way and disperse as far as possible on
Jenna Lane parcels.
® The dispersal trench has been moved five feet away from either property line.
® [Change material to one of the] Acceptable materials for detention pipe. Also, no
geotechnical report was submitted. Does the detention system need buoyance
calculations or is the groundwater well below the bottom of the proposed detention
pipe?
® The detention pipe has been changed to meet city standards of CPEP.
® The need for an anti -buoyancy measure will be assessed during installation
should ground water be encountered. A note to this effect has been added to
sheet C4.
® The areas of BMP T5.13 Post -Construction Quality & Depth should be called out on the
plans.

9. Pedestrian walkway cannot be located in the minimum paved access road.
® Comment has been rescinded.
10. Structures cannot be located within the 30' access easement. A deck is considered a
structure. The deck encroaching from the adjacent property to the west is shown within
the access easement area. Please revise plans.

11.Access easement shall be shown from property line. Please revise plans to show east
and south boundary lines of 30' easement starting at north property line.

12. Call out new curb/gutter in right of way and reference City of Edmonds standard detail.

13. Call out minimum distance allowed between retaining wall and edge of pavement at
turnaround.
® An additional dimension is now included.
14. Architectural elevations show a change of grade between the two garages of 2 ft for the
two duplex units. This change in grade is not shown accurately on the civil plans.
Provide detailed grade information for access road.
Additional details on each driveway are shown to clarify the house grading. The
Pad elevation shown depicts the spot elevation where the house meets the
driveway assuming garage slab slopes (in some cases).
15.Add note to plans stating that all slopes upgrade of the east retaining wall shall have 2:1
slope.
® Note has been added.
16. Southeast corner of retaining wall at turnaround has typo, bottom of wall appears to
have an elevation of 414.0.
® This has been corrected.
17. Please revise impervious calculation box to show all impervious surface as new. There
is no replaced impervious surface per definition (see handout E72) in this proposal.

18. Revise water meter call out to reference OVWSD standard detail.
® Water meter now references OVWSD std. det. W-1
19. Plan states "External existing sewer stubs...". Please remove the word "existing".
® This has been corrected.
20. Dispersal trench shall be a minimum of 5 ft from the property line (see handout E72 LID,
BMP Design Requirements pg 6).
® Please see Mr. Shuster's first comment on how this was addressed.
21. Showing the revised grading (sheet C3, comment 13), please provide a detail (similar to
the inset on sheet C3 of the turnaround slopes) showing how the runoff from the entire
access road will be directed into one catch basin.

Spot elevations and flow arrows have been included on this sheet for the
turnaround.
22. Detention tank detail gives an invert of 413.64 for pipe connecting to the dispersion
trench. The connecting pipe is called out with a length of 31 If and a slope of 2.96. The
resulting invert of the pipe connection to the dispersion trench would then be approx.
412.8. The grade at the trench location as shown on the plans is 410. Please revise to
meet pipe cover requirements and meet the requirements of the dispersal trench detail.
The elevation of 413.64 the orifice elevation. The invert shown on the plan
leaving the control structure is at 410.84 traveling through a now 25 LF CPEP
pipe at 11.36%. The elevations on the detail are unchanged.
