Subject: BORING IN ROW — REQUEST FOR INFORMATION (ENG20080124)
Dear Mr. Gebre:
The boring work proposed at 51 West Dayton Street in the right of way application with the City of
Edmonds Engineering Division (ENG20080124) is subject to the requirements of the City's Shoreline
Master Program (Edmonds Community Development Code Chapter 23.10). Specifically, it appears that
a Shoreline Substantial Development Permit (SDP) will be required unless the proposed work falls below
a cost threshold for exemption established in the Washington Administrative Code (WAC 173-27).
Currently, the threshold level is $5,718.00. As a result, if the total cost of the proposed work is less than
the threshold, a permit is not required. If the work costs more, an SDP would be required.
Please submit a detailed cost estimate for the proposed work and a cover letter requesting exemption
from permit requirements, if applicable. If the work falls below the threshold, the City will issue a letter
of exemption stating the facts of the proposal and the reasoning behind the exemption. The fee for a
letter of exemption is $115.00.
If you have any questions, please contact me at your convenience.
Sincerely,
Michael D. Clugston, AICP
