Within the next two weeks I will be notifying your neighbors and the general public, through postings and legal notice in the paper, of your request to construct an accessory dwelling unit on your property. The public and your neighbors will be afforded a two week comment period. Once the comment period is completed, I will continue my review of your application. Please note, however, that although it has been determined that the application meets the procedural submission requirements and is therefore complete, additional information may be needed as city staff continue with review of the application. Staff will contact you as our review continues if additional information is necessary. I have attached the comments received to date from the city's building division and engineering division. Regarding your connection of the ADU to the main house via a 2x4 trellis, this connection does not meet the definition of "attached" in the city's development code. The Edmonds Community Development code, section 21.05.010, defines an attached structure as "Any building attached by a breezeway, hallway, or other similar connection..." To meet the definition of attached the space between the roof of the house and the roof of the ADU will need to be a solid covering to protect someone from the weather. The other option would be to connect the roof of the house with the roof of the ADU. A condition of approval for the ADU will require you to modify the building plans to show a connection that meets the definition of "attached" under the city code. A building permit will be required for the modifications to the existing structure and construction of the addition. This permit will also include the establishment of the space as an accessory dwelling unit, as recognized by the International Residential Code (IRC). 2. The IRC definition of Dwelling Unit as amended by the state of Washington requires that all required smoke alarms in the accessory dwelling unit and the primary dwelling unit are interconnected in such a manner that the actuation of one alarm will activate all alarms in both the primary dwelling unit and the accessory dwelling unit. The permit drawings should show compliance with the interconnected smoke alarm requirements as stated above. 3. In lieu of the interconnection of smoke alarms as stated above, the two units may be separated by fire -rated construction (fire -rated walls and doors). If the option for fire -rated walls is proposed, the construction drawings will need to include the approved listing and details for the wall assembly. 4. All other applicable requirements of the building code will be verified under the building permit review and inspections. See City handout P1 for a representative list of requirements.
