The City has reviewed this application for completeness pursuant to Edmonds Community Development Code (ECDC) 20.02.002, and has determined the application meets the procedural submission requirements and therefore is complete. Please accept this letter as the City's notice to applicant of determination of completeness pursuant to ECDC 20.02.003. Although the application is procedurally complete, additional information is needed before review of the application can continue. Please respond to the following items so I can continue review of the application: 1. Site Plan: a. The two site plans submitted with the application (one with the application cover letter and a second in the arborist report) do not match. Please revise the site plan to include the location of all the trees on the property, including the trees that have already been removed, those proposed for removal, the trees that will remain, and the location that the replacement trees will planted. b. Please provide erosion control measures to be installed at time of tree removal and show location of the measures to be installed on the site plan. c. Please include contours on the site plan. 2. Replacement species: Guidance on replacement species can be found in two locations within the Edmonds Community Development Code. ECDC 18.45.075.A.I calls for the replacement species that will replace the biological and habitat values, while ECDC 23.40.220.C.7.b.iv states that replacement species shall be native and indigenous to the site. The application proposes planting a hedge of "emerald green" arborvitae. The hedge would not replace the biological and habitat values and arborvitae are not native or indigenous to the Pacific Northwest. Emerald green arborvitae is a cultivar of Thuja occidentalis which is native to the Eastern U.S. and Canada. I understand there will still be some trees left and the replacement species will have to be shade tolerant. The Washington Native Plant Society(�n�w.vis a good source for identifying native species for specific environments. Two native species that may work for the site are the western yew (Taxus brevifolia) for an evergreen species or vine maple (Acer circinatum) for a deciduous tree. As noted in the application, trees must be replaced at a ratio of 2:1. Since the application is procedurally complete, the City will issue the notice of application in accordance with ECDC 20.03 and begin the public comment period. Once the above materials have been received and the comment period completed, a decision on the application will be made. Please submit the above requested information by April 20, 2012.
