Subject: Letter of Completeness and Request of Additional Information
Four -Lot Short Plat Application # PLN20140045
Mr. Young,
On behalf of the City of Edmonds Planiiing Division, I have reviewed the application for a 4 -lot
Short Plat at 9332 — 232" d Street SW for completeness pursuant to Edmonds Community
Development Code (ECDC) 20.02.002 and 20.75.040. The City has determined that the
application meets the procedural submission requirements and therefore is complete. Please
accept this letter as the City's notice to applicant of determination of completeness pursuant to
ECDC 20.02.003. While the application is procedurally complete, additional information and
clarifications are needed for continued review of the application. Please respond to the
following so review of this application can proceed:
Net Lot Area: Lot 3 shows a net lot area of 6,864 square feet. The subject property is
located in the RS -8 zone which requires a minimum lot size of 8,000 square feet. While
access easements are normally excluded from the lot area calculations in accordance with
ECDC 21.55.020, utility easements are not required to be excluded from the lot area
calculations. There does not appear to be an access easement on Lot 3 that would need to
be excluded from the gross lot area. Please confirm the net lot area for Lot 3 is at least
8,000 square feet or adjust the preliminary plat so all the lots contain a minimum of 8,000
square feet.
2. File Number: Please reference file number PLN20140045 on all the short plat documents
Emergency Access Easement: Fire District 41 requested that the private access and
utility easement across Lot I also be listed as an emergency access easement. Please
revise the easement accordingly.
4. Existing Wellhead: The preliminary short plat map identifies an existing well head
within Lot 3. Please describe the intentions for the existing well head. Depending on
intended use, the well may need to be decommissioned in accordance with Chapter
173-160 WAC, or if it is intended to be used, Olympic View Water and Sewer may
require some cross connection/backflow prevention measures.
5. Unknown Concrete Structure: Please provide more information on the "unknown
concrete structure" shown on Lot 2. Demolition and decommissioning or other
mitigation may be required for this structure.
6. Consistency: Please ensure all the distances and lot areas add up. The two line segments
along the southern and western property lines do not add tip to the overall length
identified. Likewise the gross lot areas of all the lots do not add up to the lot area shown
in the "Property Area" of the preliminary short plat.
7. Provide Easements, Deeds, Exceptions and Reservations: The title report identifies and
number of easements, deeds, exceptions and reservations that apply to the subject
property. Please provide copies of the easements, deeds, exceptions and reservations
listed in items 5 — 9 of the title report.
8. Show all easements on preliminary plat: Please show all of the easements, deeds,
exceptions and reservations identified in items 5 — 9 of the title report on the preliminary
short plat.
9. Proposed easements: The drainage and utility easements shown on the preliminary short
plat do not match the drainage and utility easements shown on the preliminary site plan
sheet 1. Please ensure all casement are shown consistently and accurately.
10. Utilities: Please clearly indicate the location of existing and proposed dry utilities on the
preliminary utility plan.
According to ECDC 20.02.003.1), the above requested information must be submitted within 90
days (or by December 30, 2014) or the application will expire.
Since the application has been determined to be complete, a notice of application will be posted
on the subject property and mailed to adjacent property owners within the next two weeks
consistent with ECDC 20.03.002.
