Additional informationis requested from the applicant at this time in order to continue review of the application and provide preliminary approval of the short plat. Please ask the applicant to provide a written response to each of the comments below and revise and resubmit plans accordingly. Please also note, after receiving preliminary short plat approval from the Planning Division, the applicant will be required to submit civil engineering plans to the City for review and approval, showing compliance with all plat conditions. 1.Please show all existing and proposed easements on the plans. For example, it appears that there is or needs to be an easement for the power poles/lines that runs along the west portion of the subject site. 2.Please callout all proposed easements as private easements. th 3.Please show the utility pole located on 9Ave N to be relocated to the back of sidewalk. 4.Per the Edmonds Community Development Code,18.40.020, the rockery must be installed such that the distance from the property line equals the height of the rockery. a.Please note theheight of the rockery. b.A retaining wall can be installed in lieu of the rockery and be placed at the property line.If you choose to install a retaining wall, please note as suchon the plans. 5.Please provide invert elevations for the sewer to the extent necessary to confirm discharge to the City sewer system, from each of the lots, is possible. City of Edmonds 6.Please note that the sewer will be a private system until connection to the existing manholeon the City main line. Therefore, the sewer pipe size can be reduced to 6” if you prefer. 7.Please note that the City will not approve the extension of watermain onto private property. th a.Please show the individual water meters for each lot along 9Ave N within the City right-of-way. th b.Please show the fire hydrant along 9Ave N within the City right-of-wayand near the plat entrance. c.Please revise easements as needed. 8.Please show the location of the dry utilities (power, phone, gas, cable, etc.). Please note that the City will require the dry utility companies to sign off on the proposed location prior to final approval of the Civils. 9.Please provide invert elevations for the storm system to the extent necessary to confirm discharge to the City storm system is possible. For example, it appears that lots 3, 4, 5 are lower than the proposed detention system. Will a pump be needed or will the storm water from these lots beable to gravity feed to the detention system? 10.Please label the purpose of the stub shown on Lot 5 that bypasses the detention system. 11.Per section 4.5 of the Edmonds Stormwater Code Supplement, further discussion on the use of bioretention systems and permeable pavement must be included. Please address this item during the feasibility portion of the plat since this item could create changes to the proposed stormwater management system. Additional Comments thatneed to be considered for submittalat the civil construction plan phase of the project. 12.The drainage plan should state that the proposed project is categorized as a Large Site Project. 13.The proposed project is over one acre. Therefore, a Construction Stormwater General Permit is required from the Department of Ecology.
