Subject: Letter of Completeness and Request of Additional Information
Gerner 2 -Lot Short Subdivision

Ms. Clark,
On behalf of the City of Edmonds Planning Division, l have reviewed the application for a 2 -lot short
subdivision at 8820 and 8822 — 218"m' Street SW for completeness pursuant to Edmonds Community
Development Code (ECDC) 20.02.002 and 20.75.040. The City has determined that the application
meets the procedural submission requirements and therefore is complete. Please accept this letter as the
City's notice to applicant of determination of completeness pursuant to ECDC 20.02.003. While the
application is procedurally complete, additional information and clarifications are needed for continued
review of the application. Please respond to the following so review of this application can proceed:

1. Please remove all specific building permit information for the two lots. Show only the
improvements necessary for the short plat (access and utility stubs to the lots) and add only
minimal information for the lots to show a working configuration and a projected impervious
surface amount. Storm Drainage system can not be deferred to building permit unless low impact
development mitigation is proposed.
2. This short plat combined impervious surface exceeds 5,000 sf of impervious surface and therefore
is a small site category 2 site. To meet the stormwater requirements low impact development or a
shared detention system will be required.
3. Is the stormwater proposal to connect to an existing detention system in the access road? If so,
modeling is required to show that the detention system has the capacity to accept the outfall of the
proposed system.
4. If outfall to open ditch is to be used, show armament for slope protection and add note to clear
any debris etc. that is inhibiting flow in the ditch. Add also a note stating that any exposed slopes
must be vegetated.
5. Lots shall have sufficient vehicle turn around per City of Edmonds requirements. See standard
details on website.
6. There are four lots, please show all four water meters.
7. Call out existing and proposed water meter size for the reused connection.
8. Provide a separate sewer clean for each lot. Remove or gray out side sewer information on site.
9. Provide existing sewer line size, length and material information. Revisit invert elevation of
clean out at property line. Currently reads 492.
10. Remove dry utilities from the lots, show from services in the right of way through the access road
and stubs to the lots.
According to ECDC 20.02.003.1), the above requested information must be submitted within 90 days (or
by September 19, 2016) or the application will expire.
Since the application has been determined to be complete, a notice of application will be posted on the
subject property and mailed to adjacent property owners within the next two weeks consistent with ECDC
20.03.002.
