Box 3303 10 Seattle, VVA 98133.,97 10 206-440-4000 'ny: I -800-8'33-638B www.ws(;lot.,Ara.gov RE: 008639 SR104 Safety Grant Mid -Block Pedestrian Crossing SR104 Pedestrian / Bicycle Program between Milepost (MP) 24.5 and MP 25.6 3 - Temporary Night Construction Hours Variance Dear Mr. Chave: The Washington State Department of Transportation (WSDOT) requests a 3 night temporary noise variance for the project described below within the City of Edmonds. The $250 application fee will be paid with a state credit card upon submission of this application. Also enclosed with this request is a vicinity map and list of residents within 500 feet of the project limits, WSDOT requests temporary relief from the requirements of Washington Administrative Code (WAC) 173-60-04.0 and Edmonds City Code (ECC) 5.30 through the variance processes allowed under ECC 5.30.120 and Edmonds City Development Code (ECDC) 20.85.020. This would permit WSDOT to conduct roadway striping activities within the City of Edmonds between the hours of 10:00 P.M. to 7:00 A.M. for 3 non-consecutive nights between January 23 and June 30, 2015. Project Description The project proposes to construct a mid -block pedestrian and bicycle crossing, and make a connection to the sidewalk west of SRI 04 to a pedestrian trail that leads to Edmonds City Park at approximately MP 25.03. A High-intensity Activated Cross Walk (HAWK) Signal System will be installed to enhance pedestrian safety. Additional work anticipated includes two pedestrian ramps with detectable warning surfaces, median traffic island with cut through, plastic crosswalk striping, raised pavement markers, pedestrian view warning signs, and permanent signing. Please see attached vicinity map The Washington State Department of Transportation (WSDOT) applied for and received a 20--nigbt temporary noise variance from in the City of Edmonds in May of 2014. Ten of the twenty nights of the previous variance were used in 2014. One last item remains on this project but has been delayed because the signal poles and signal controller were not delivered until the last week in December 201.4 and the roadway Robert Chave January 21, 2014 Page 2 striping cannot occur until the signal controller is installed. The previous variance expired on December 31St, 2014 and WSDOT's contractor requires an additional 3 nights to complete the striping. One resident asked for ear plugs during one night of the project last year and they were provided. No other noise complaints were received. Construction Activities and Equipment The remainder of the project will involve roadway striping and traffic control equipment. The equipment and the expected sound level at 50 feet we anticipate our contractor will require in accomplishing this work includes, but not limited to the following: Striping Grinder 76 dBA Striping Truck 70 dBA Street Sweeper 74 dBA Sound levels from the equipment above will reduce by 6 dBA every doubling of distance from the equipment. It should be noted here that the traffic sounds from the SR104 highway, though exempt, creates a background sound level adjacent to the highway at or near 73 dBA based on hourly annual daily traffic volumes. This sound will also drop by 3 dBA for every doubling of distance to the residents. (See Equipment Table for reduction to these levels.) Traffic Limitations SR104 is a high volume highway and connects SR 99 and I-5 corridor thru the city of Edmonds as well us shopping center, business and school routes. For worker and public safety, traffic restrictions make it necessary to accomplish this work during nighttime hours. On SR104 only the following lane closures are allowed: Eastbound 5104 lane closures Monday through Thursday (nights) 7:00 pm to 8:00 am Westbound SR104 lane closures Monday through Thursday (nights) 7:00 pm to 9:00 am Construction Eloise Notice for Nighttime Operations We propose the following measure to minimize construction noise to local residents: A. The contractor shall use ambient sensitive backup warning devices. The Contractor may use back-up observers in lieu of back-up warning devices for all equipment except dump trucks in compliance with WAC Chapter 296-155®610 and 296-155-615. The Contractor shall use back-up observers and back-up warning devices for dump trucks in compliance with WAC Chapter 296-155-610. B. Stationary equipment, such as light plants, generators, and compressors, shall utilize WSDOT approved noise mitigation shields, noise blankets, skirts, or other means available as approved by the Engineer. C. All ti Lick tailgates shall be secured to prevent excessive noise from banging. D. A copy of noise variance or exemption shall be kept on the project site at all times. E. The contractor shall notify residents, within 500 feet of the project, of nighttime work activities at least 7 calendar days in advance of the proposed nighttime Robert Chave January 21, 2014 Page 3 construction work. Notifications shall include the following information at a minimum: ® A description of the project ® Expected nighttime noise sources ® Start date and duration of the project, and ® Noise mitigation measures to be implemented ® A 24-hour WSDOT complaint number as well as a list of designated contact persons provided for the purpose of forwarding complaints. We anticipate that this project will begin construction by January 23, 2015 and will complete this work by the end of June 30, 2015 (dependent upon weather conditions).
