The Critical Areas Checklist contained on this form is to
be filled out by any person preparing a Development
Permit Application for the City of Edmonds prior to
his/her submittal of the application to the City.
The purpose of the Checklist is to enable City staff to
determine whether any potential Critical Areas are, or
may be, present on the subject property. The information
needed to complete the Checklist should be easily
available from observations of the site or data available at
City Hall (Critical areas inventories, maps, or soil
surveys).

A property owner, or his/her authorized representative,
must fill out the checklist, sign and date it, and submit it
to the City. The City will review the checklist, make a
precursory site visit, and make a determination of the
subsequent steps necessary to complete a development
permit application.
Please submit a vicinity map, along with the signed copy
of this form to assist City staff in finding and locating the
specific piece of property described on this form. In
addition, the applicant shall include other pertinent
information (e.g. site plan, topography map, etc.) or
studies in conjunction with this Checklist to assistant staff
in completing their preliminary assessment of the site.
The undersigned applicant, and his/her/its heirs, and assigns, in consideration on the processing of the application agrees
to release, indemnify, defend and hold the City of Edmonds harmless from any and all damages, including reasonable
attorney's fees, arising from any action or infraction based in whole or part upon false, misleading, inaccurate or

During review and inspection ofthe subject site, itwas found that the site may contain (or beadjacent to) critical
areas, including Geologically Hazardous Areas (Erosion Hazard Area and Landslide Hazard Area), pursuant to
Chapter Z3.4Oofthe Edmonds Community Development Code (ECDC). Geologically hazardous areas include areas
susceptible to erosion, land sliding, earthquake, or other geological events. They pose a threat to the health and
safety of citizens when incompatible development is sited in area's of significant hazard. Such incompatible
development may not only place itself at risk, but also may increase the hazard to surrounding development and
use. Cited sections of the Edmonds Community Development Code (ECDC) can be found on the City of Edmonds
website at
The UDAR map (inset)indicates that there isasteep slope
"enaion hazard area" (approximately 44%) across most of
the property (1S4'/3O7'). However, there is a 99% steep
slope "landslide hazard area" (1OU'/1U1')across the
westernmost portion ofthe site ositdrops down tuthe
railroad below. The site appears tobeovacant building
lot. Soils onthe property are identified asA|denwood
Everett gravelly sandy loam series, which classifies the site
as potential erosion hazard. These slopes qualify us
potential "geologically hazardous aeas." Generally,
projects proposed further than 65/from the top ortoe ofo
slope (50'buffer +15'setback from the critical area) may
not require ageotechnical report toaddress critical areas
issues (of course, other departments may require areport
to address their codes).
Mowed Acdv`t^es & Exempt Proposals
Certain activities are allowed in or near critical area buffers as specified in ECDC 23.40.220. Similarly, certain
development proposals may beexempt from Critical Areas requirements (ECDC23.4O.230). !fyou have any
questions about whether your proposed development qualifies as an allowed mexempt activity, please contact

Gener,A Report Requ`,ernerits
Critical Areas Reports identify, classify and delineate any areas on or adjacent to the subject property that may
qualify as critical areas. They also assess these areas and identify any potential impacts resulting from your specific
development proposal. If a specific development proposal results in an alteration to a critical area the critical
areas report will also contain a mitigation plan. You have the option of completing the portion of the study that
classifies and delineates the critical areas and waiting until you have specific development proposal to complete
the study. You may also choose submit the entire study with your specific development application. Please review
the minimum report requirements for all types of Critical Areas which are listed in ECDC 23.40.090.D. There are
additional report requirements for different types of critical areas (see below). Note that itisimportant for the
report tobeprepared byaqualified professional aadefined inthe ordinance. There are options unhow to
complete a critical areas study and an approved list of consultants that you may choose from. You may contact the
Planning Division for more information. General Mitigation Requirements for all Critical Areas are discussed in
E[DC23.4U.110through 23.4O.140.
Erosion Flazard Areas
It appears that this property contains or is adjacent to an Erosion Hazard Area. Geologically hazardous areas
include areas susceptible 10 erosion, land sliding, earthquake, urother geological events. They pose threat tothe
health and safety of citizens when incompatible development is sited in areas of significant hazard. Such
incompatible development may not only place itself at risk, but also may increase the hazard to surrounding
development and use. °
Erosion Hazard areas include Alderwood and Everett series soils on slopes of 15 percent or greater, among others.
Landslide Hazard Areas are further defined inECD[23.80.O2U.A. |naddition tothe general requirements for
Critical Area's reports referenced above, specific Critical Area report requirements for Erosion Hazard Areas (which
are one nfthe Geologically Hazardous Areas) are provided inECDC2l80.O5O. Note that Stable Erosion Hazard
Areas may have limited report requirements ntthe director's discretion. A+mminimum onerosion and sediment
control plan prepared /ncompliance with the requirements /nECDC Chapter 1&3Dshall berequired.
Development isrestricted withinanErnsonHazon]Areaondmmtmeetadditiona|chteha. For erosion hazard
areas with suitable slope stability, on erosion and sediment control plan prepared in compliance ECDC 18.30 will be
considered tomeet the Critical Areas "Study Required" determination. The determination of"suitable slope
stabiU4yviUbemadebyboththeP|anninAandEnginee/ingdivisionsnftheOtyofEdmonds. |nareas where the
slope stability is not suitable, projects within Erosion Hazard Areas will require report bya licensed Geotechnical
Engineer orother qualified professional. Note that itisimportant for the report tobeprepared byaqualified
professional, as defined in the ordinance. Report requirements are given in ECDC 23.80.050, and more generally in
ECDC23.4O.O9O.D. Development standards are given inE[D[23.8O.OGDand 23.8O.O7O.
Landsh(le � lazamd Areas
Development is restricted within o Landslide Hazard Area and its buffer. Projects that will intrude into these areas
will require oreport byulicensed Geotechnical Engineer. Geologically hazardous areas include areas susceptible
to erosion, land sliding, earthquake, or other geological events. They pose a threat to the health and safety of
citizens when incompatible development is sited in areas of significant hazard. Such incompatible development
may not only place itself at risk, but also may increase the hazard to surrounding development and use.
The criteria that are applied depend onthe amount that the buffer isreduced. The buffer can bereduced toa
minimum of ten (10) feet (with an additional 15' building setback per ECDC 23.40.280) if a report is prepared that
meets the standards listed inECDCZ3.8U.O5U). The alteration must also meet the requirements listed ECD[
23.80.060. In addition, proposals to reduce the buffer to less than ten (10) feet must comply with the design
standards listed inECDC2I80.O70.A.3. Development isrestricted within oLandslide Hazard Area and its buffer.
Projects that will intrude into these areas will require a report by a licensed Geotechnical Engineer.
Determination: StUdy Required
This review applies to the entire subject parcel. Depending on the location and project proposed relative to the
identified critical areas, certain studies and reports may 6erequired. Please contact the Planning Division mt

permits that will 6erequired. Please note that tree removal on sites containing critical areas mayfirst require a
tree cutting permit, and the illegal removal of trees may result in penalties and steep fines (ECDC2�45.D70,
