The purpose of the Checklist is to enable City staff to determine whether any potential Critical Areas are, or may be, present on the subject property. The information needed to complete the Checklist should be easily available from observations of the site or data available at City Hall (Critical areas inventories, maps, or soil surveys). A property owner, or his/her authorized representative, must fill out the checklist, sign and date it, and submit it to the City. Critical areas are ecologically sensitive or hazardous areas that are protected in order to maintain their functions and values. The associated LiDAR map indicates that the subject site declines from west to east with an average slope of approximately 17%. Just beyond the northern edge of the subject site, the slope falls away steeply to the adjacent parcel at a grade of approximately 62%. Soils throughout the site are identified as Everett gravelly sandy loam (15% - 25% slope). As a result, the slopes in excess of 15% are classified as a potential erosion hazards and the northern slope that exceeds 40% is a potential landslide hazard area. Grass is maintained up to the south-western edge of the subject site while invasive blackberries exist on the steeper slopes. There are no existing trees on the subject site. What does this mean? The critical area regulations are only triggered when an alteration is proposed to a critical area or its buffer. However, once an alteration in or near critical area is proposed, critical area studies and City review and approval may be required. What is an 'Alteration'? According to Section 23.40.005 of the Edmonds Community Development Code (ECDC): "Alteration" means any human -induced action which changes the existing conditions of a critical area or its buffer. Alterations include, but are not limited to: grading, filling, dredging, draining; channelizing; cutting, pruning, limbing or topping, clearing, relocating or removing vegetation; applying herbicides or pesticides or any hazardous or toxic substance, discharging pollutants; paving, construction, application of gravel; modifying for surface water management purposes; or any other human activity that changes the existing landforms, vegetation, hydrology, wildlife or wildlife habitat value of critical areas.
