Based on a review and inspection of the subject site, staff has determined that one or more
critical areas are located on or near the site. Critical areas are ecologically sensitive or
hazardous areas that are protected in order to maintain their functions and values.

Site Description
The associated LIDAR map indicates the large parcel is the site of two schools located on level
areas separated and bounded by different critical areas. On the upper portion of the site to the
east is Madrona K-8 school; Woodway Elementary is on the lower western portion. There is a
large steep slope in the center portion of the parcel which varies in slope from 15% to in excess
of 40%. Soils in that area are Alderwood gravelly sandy loams (15-25% slope). As a result, this
slope is considered to be an erosion hazard area while those portions in excess of 40% slope
considered to be possible landslide hazard areas.
Near the western edge of the side, west of Woodway Elementary, is a small slope up to an
adjacent residential development. The slope had a grade of approximately 30% and is
underlain by Alderwood land complex soils (8 —15% slope). This area would be considered a
potential erosion hazard area.
There are also three wetland located on the site. These have been mapped and categorized in
a report from Shannon & Wilson dated May 18, 2016. That report is attached and indicates
that there is a linear Category 3 wetland near the southeastern edge of the site while two small
Category 4 wetlands are located on the southern portion of the hill between the two schools.
What does this mean?
The critical area regulations are only triggered when an alteration is proposed to a critical
area or its buffer. However, once an alteration in or near critical area is proposed, critical
area studies and City review and approval may be required.
What is an 'Alteration'?
According to Section 23.40.005 of the Edmonds Community Development Code (ECDC):
"Alteration" means any human -induced action which
changes the existing conditions of a critical area or its
buffer. Alterations include, but are not limited to:
grading, filling; dredging; draining; channelizing;
cutting, pruning, limbing or topping, clearing,
relocating or removing vegetation; applying herbicides
or pesticides or any hazardous or toxic substance;
discharging pollutants; paving, construction,
application of gravel; modifying for surface water
management purposes; or any other human activity
that changes the existing landforms, vegetation,
hydrology, wildlife or wildlife habitat value of critical
areas.

Permit Application for the City of Edmonds prior to
his/her submittal of the application to the City.

to the City. The City will review the checklist, snake a
precursory site visit, and make a determination of the
subsequent steps necessary to complete a development
permit application.

specific piece of propet°ty described on this form. In
addition, the applicant shall include other pertinent
information (e.g. site plan, topography map, etc.) or
studies in conjunction with this Checklist to assistant staff
