Based on a review and inspection of the subject site, staff has determined that one or more
critical areas are located on or near the site. Critical areas are ecologically sensitive or
hazardous areas that are protected in order to maintain their functions and values.

Site Description
The subject site contains and/or is adjacent to slopes that qualify as Erosion Hazard Areas as
defined in ECDC Chapter 23.80. The site is relatively level with the exception of slopes on the
northern and western sides of the main Public Works building (7110 210th St. SW) and on the
southern side of the site where the site slopes downwards to 212th St. SW. These slopes are
over 15% according to City LiDAR data. Soils on the site are identified as Alderwood urban land
complex (2% - 8% slope). As a result, the portions of the site with slopes in excess of 15% slope
are considered to be potential erosion hazards. These slopes, however, are not steep enough
with sufficient change in elevation to qualify as potential landslide hazards.
It should be noted that the subject site previously contained a wetland, which was filled in the
mid 1990's as part of the expansion of the Edmonds Operations and Maintenance Center (see
CRA19930059 for additional information; off-site mitigation was performed on Good Hope
Pond as part of the project to compensate for the loss of wetland). Currently, the site contains
a stormwater pond/facility on the western side of the site, which does not qualify as a critical
area.
What does this mean?
The critical area regulations are only triggered when an alteration is proposed to a critical
area or its buffer. However, once an alteration in or near critical area is proposed, critical
area studies and City review and approval may be required.
What is an 'Alteration'?
According to Section 23.40.005 of the Edmonds Community Development Code (ECDC):
"Alteration" means any human -induced action which
changes the existing conditions of a critical area or its
buffer. Alterations include, but are not limited to:
grading, filling; dredging; draining; channelizing;
cutting, pruning, limbing or topping, clearing,
relocating or removing vegetation; applying herbicides
or pesticides or any hazardous or toxic substance;
discharging pollutants; paving, construction,
application of gravel; modifying for surface water
management purposes; or any other human activity
that changes the existing landforms, vegetation,
hydrology, wildlife or wildlife habitat value of critical
areas.
