Dear Mr. Andersen:
Your land use application for a conditional use permit for a daycare located at 665 Edmonds Way
(File No. CU -2009-38) is considered complete; however, responses to the following items are
required before review can continue:
Please review and respond to the attached comments from Jeanie McConnell, Engineering
Program Manager. For your convenience, I am enclosing the Traffic Impact Analysis
Requirements handout referenced in her memo. If you have any questions on Ms.
McConnell's comments, you may contact her at 425.771.0220. In addition to completing
the Traffic Impact Analysis, please provide an updated site plan to reflect your response to
Ms. McConnell's comments.
2. The Fire Department has requested that you provide the ages of the children to be served
by the daycare as well as details of the on-site turnaround.
3. It should be noted that building permits will be required for alterations to the building
and/or interior spaces, as well as for the proposed parking area and fences. Additionally, a
change of use permit will also be required for the change in occupancy group. Plans for
the building permit submittal must be drawn and stamped by a Washington State licensed
architect. For your convenience, I am enclosing our change of use, parking lot, and fence
permit submittal requirements handouts. You may contact a Permit Coordinator if you
would like additional information on the submittal requirements for the permits that will
be required for your proposed improvements to the property.
4. It should be noted that design review of any exterior changes as well as the proposed
landscaping will be reviewed with the building permit application(s) referenced above.
The City's design review requirements and landscaping requirements are contained within
Edmonds Community Development Code (ECDC) 20.10, 20.11, and 20.13. Compliance
with the design review and landscaping requirements as well as the standard Planned
Business (BP) zoning requirements of ECDC 16.53 will be verified with review of your
building permit application.

The comments provided below are based upon review of the application and documents
submitted for the Grow With Us Before and After School Program conditional use permit.
Additional information is requested from the applicant at this time. Please ask the applicant to
revise the site plan and provide additional information as needed to address each of the
following.
Please submit a traffic impact analysis that addresses both the mitigation requirements for the
subject development and the proposed driveway locations.
1. Driveway locations must comply with AASHTO sight distance guidelines. In
addition, on-site turnarounds shall be provided for all parking areas.
2. Please refer to City handout #E82 for traffic impact analysis requirements. The
handout is available on the City's website at www.ci.edmonds.wa.us under
Development Services Department, Engineering Division.
a. If the number of PM peak hour trips generated by the proposed development is less
than 25, only sections 1 and 7 of the worksheet must be completed.
• Under Item Number 7, Mitigation Recommendations, please state the previous
use of the space (single family residence) and assess an impact fee for this use
accordingly. Please also state the proposed use of the space (daycare facility)
and assess an impact fee for this use accordingly. The impact fee required for
this project, if any, will be the difference between the previous use and the new
use.
b. if the number of PM peak -hour trips generated by the proposed development is
more than 25, all sections of the worksheet must be completed.
