This letter is in response to your letter dated October 17, 2002. As stated in my letter
dated October, 16, 2002, a plumbing permit is required for the phunbing repair method of
epoxy pipe lining, including installation of isolation valves. This permit can be issued
over the counter, provided there is a complete description of work, including number of
valves that must be installed.

We have applied to lAPMO for certification of our process based on AWWA-210 Section 97 compliance.
We anticipate confirmation from JAPMO for our system.
We would like to commence work at the building to install isolation valves on the current piping system.
Will require permits for the installation of new valves? If so, can they be issued over the counter at the City.
Please let us know what we will require for this work to take place.
Please also let us know if you have reviewed the epoxy lining project in Lynwood.

We would like to appeal the decision to restrict the use of epoxy lining in the City of Edmonds for the following
reasons:
1.1 Epoxy lining is a valid method of pipe repair and it meets all code requirements.
1.2 Epoxy lining of piping has been used for over 15 years in the State of Washington.
1.3 The building we propose to epoxy line will not have its plumbing system design altered or replaced.
1.4 Under Section 103.12 of the Uniform Plumbing Code, "Extent Work" - A permit will not be required
for the following:
103.1.2.2 The cleaning of stoppages or the repairing of leaks in pipes, valves
or fixtures nor the removal and reinstallation of water closets,
provided such repairs do not involve or require the replacement or
re -arrangement of valve, pipes or fixtures.
Epoxy lining does not require a permit under UPC guideline 103.1.2.2.
15. There are no restrictions to epoxy lining pipes as long as standard "NSF 61" is met.
We would ask for a formal appeal of your September 20, 2002 decision to restrict the use of epoxy lining as an
alternative method of pipe repair.
We look forward to answering any further questions you have at the appeal.

RE: CURAFLO EPDXY PIPE LINING
We acknowledge receipt of your letter dated September 11, 2002 and are a little confused by your
hesriation to accept this system as an alternative for building owners in your jurisdiction.
To date, we have not received a letter such as this and wish to make you aware that this system is installed
throughout all of the United States and Canada. There have been no objections by any City official to
install this system and as it meets and exceeds the industry standard for drinking water, our attorney has
informed Lls it can not be rejected by a Municipality without just cause and to date there has been no just
cause established.
It is a system that has been around for over 20 years and has hundreds of projects completed to date which
include the US navy ships.
Lx -e have a customer in your ju.isdiction that we have signed contracrs with and wish to proceed with their
building. We are not removing or altering any existing piping, merely adding valves. We ask that you
authorize a plumbing permit for this work.
Our customer has selected pipe relining to solve the buildings corrosion problem. We have been working
on our application to IAPMO but found out there is an existing procedure approved by Ace Duraflo.
Their system is an identical system to ours as they got their start working for us. Their procedure is
approved and is based on the AWWA C210 which is the same procedure we conform with.
I understand that you contacted Mr. Dick Anderson in Seattle to discuss the system. His comments
included that there were two stop work orders. These were not for the system but for permit and
journeyman/apprentice ratio issues.

After recently discussing your letter with our competitors (Coffman Engineering), they would like to
extend an invitation to you to visit an ongoing project in Lynwood with Mr. Gerod Floyd of our office to
witness an epoxy lining project.
I will have Gerod call you over the next couple of days to arrange such a visit should you be interested. 1
trust that you will revisit your decision and approve our permit application based upon some of the above
information.

Thank you for your response to my request for you to consider the use of the
Curaflo Technologies Engineered Flow Lining System as an alternative to pipe
replacement at 319 81h Street N.W. in Edmonds.
Our system has been used in the Northwest for over five years -The results on
over 90 commercial projects has been excellent. Our projects represent over
3000 dwellings in schools, hospitals, apartments and condominium units.
The NSF 61 Standard information we previously supplied to you is the basis for
approval in all areas of the state. The ANSIINSF761 is the required standard for
epoxy application on potable water systems. We assure you that our product
meets this stringent standard as evidenced by the test certifications I enclosed in
the previous information package that we sent you.
To answer your questions I am forwarding the installation specifications that we
use for CuraFlo Technologies applications of epoxy lining on potable water
systems. These specifications were originally written by the Naval Material
Chemistry Branch Coating Section, with revision for application on potable water
systems of occupied buildings by CuraFlo Technologies.
I have further tried to answer your questions in a simple manner to give you the
information you require to issue our company permits on our current project in
Edmonds.
The information we are providing to the city of Edmonds is strictly confidential
and it must not be shared as it is all based on a proprietary process.
Pipes are cleaned using a method of sand blasting using various sizes of
aluminum oxide. Sand that is blown through the pipes with low pressure
compressed air at various temperatures. Pipes are determined to be cleaned, by
the use of varying inspection methods; from fiber optic borescope inspection to
air flow test where the pipe is not visible. .

The existing pipe diameters and lengths are calculated prior to lining.
Engineering charts are used to determine the amount of epoxy material that
needs to be applied to give full coverage. Once this is confirmed, epoxy is
injected into the pipes using low pressure heated process air. The lining is
applied to a minimum coating thickness of 7-8 mils of thickness. The lining is
blown from one point in the system to another predetermined point in the system.
The use of clear hoses gives the technicians visual confirmation that the lining
has successfully been applied between the two points; this is further confirmed
with sample removal during the project.
Pipe lining only applies a coating thickness of 7-20 mils of thickness with the
average being 12-15 mils. We are not replacing the existing pipe system; pipe
relining is a method of repair to extend the life of the pipes. The UPC code is for
new designs and replacement pipe installations. We dramatically improve the
water flow in the buildings we service_
We have had no major problems with the CuraFlo Technologies system in
Washington. The only problems that have occurred are that treatment of the
pipes eliminates only about 95% of the brown water in some building due to old
fixtures and T style pipe bumpers.
IAPMO is an independent testing agency that we are currently in negotiations
with to perform testing on cur process. We will be testing with IAPMO in the very
near future; you are the first government agencies to ask us that question.
We hope this clarifies some the outstanding issues so we can confirm a start
date with our client. Please do not hesitate to contact me should you have any

lining process once work commences -
