Dear Mr. and Mrs. Dean,
In the course of reviewing your recent pool construction application, it came to the attention of the Building Division
that the structure indicated as a “garage” on your site plan has a single family residence contained within.
A search located a permit to convert a shop to a “guest house” issued to C.R. Wilson for the shop/garage structure in
1968. However, according to Edmonds Development Services records, no Accessory Dwelling Unit (ADU), building,
mechanical or plumbing permits have been issued to convert the garage or guest house to a single family dwelling.
“Guest House” is defined in the Edmonds Community Development Code (ECDC) as follows (bold added):
21.35.030 Guest house - Guest house means a detached structure with not more than two bedrooms, accessory to a
having no kitchen facilitiesnot occupied by paying
single-family dwelling, , used primarily for sleeping quarters,
tenants
, and located on a lot of at least 20,000 square feet in area.
At this point, the City is gathering information to ascertain whether a violation exists. It appears that the subject
property has a permitted guest house that can be continued to be used as a guest house.
Corrective actions required by September 15, 2006:

Please send any information or copies of other permits that would help clarify the second dwelling situation
on the property.
The most expedient method to dismiss the complaint would be to inspect the guest house to confirm that it
has been maintained as a guest house. The City requests to inspect the interior of the guest house.
For your reference, please find enclosed the Accessory Dwelling Unit (#P1) handout that describes the City of
Edmonds Planning requirements and criteria to legally establish an ADU. The enclosed Work Exempt handout notes
the type of construction work that is exempt from permit requirements. Thank you in advance for your cooperation and
