Dear Mr. and Mrs. Dean:

The Engineering Division received your letter on October 08, 2010 regarding your request for a
reasonable accommodation to waive the stormwater requirements on your property addressed,
8511 — 218t" St SW. Your request for reasonable accommodations for lot coverage will be
addressed by the City's Planning Department, Jennifer Machuga. If you would like to contact
Mrs. Machuga, she can be reached at 425-771-0220, ext 1224.
The Engineering Division has reviewed your request for reasonable accommodations to waive
the stormwater requirements. Please understand that a waiver of the stormwater code
requirements is not a reasonable accommodation. Stormwater requirements are neutral
engineering requirements not subject to accommodations under the Federal Fair Housing Act
Amendments.
At this time you will need to bring your property up to current code standards. Provided below
are some options, that you may implement singly or in combination to comply with the
stormwater code. Please note that if you would like to propose another method we would be
happy to review your proposal.
1. Install a Stormwater Management System:
a. Install an on-site detention system with discharge pipe connected to the city storm
system.
b. Installation of an alternate stormwater management system (other than detention)
— If the proposed system includes release of stormwater into the ground, a soils
test will be required to determine if the system is a viable option.
2. Remove Pervious Pavement and Replace with Permeable Pavement:
a. If less than 1000 sq ft of permeable pavement is installed per City standards, a soil
test will not be required from a Geotechnical Engineer.
b. If more than 1000 sq ft of permeable pavement is installed, a licensed
Geotechnical Engineer will need to provide a report confirming the design
infiltration rate is greater than or equal to 0.13 in/hr in order for the proposed
surface area to be considered mitigated with regards to stormwater management
requirements

3. Remove impervious surfaces such that the amount constructed after 1977 is less than
2,000 sq ft.
