August 16, 2017 2707 Wetmore Avenue Everett, WA 98201 t 425.387.3820 f 425.259-1958 Jeanie McConnell Engineering Program Manager City of Edmonds " RE: Deferral of Short Plat Improvements Justification Letter for Ritter SP.�. , Permit Application #: PLN20120021 Dear Jeanie, As requested this letter is being prepared and submitted to the City to provide the basic justification for the request to defer construction of the Short Plat improvements for this project until the time of Lot A building permit application approval. As documented in the Geotechnical report for this project the soils in this area have a higher than normal erosion potential. In addition, the site grades are moderate to steep which requires a steeper access road and even with that retaining walls/structures are needed to make up grade differentials at some areas around the site. Because the future building foundation on Lot A will be an integral part of the grading/retaining features for this project it is necessary to have the proposed concrete block wall designed by Julian Liu and Assoc. to tie into the future SFR foundation. Therefore, it is not reasonable to grade the site as required to install the access, storm drainage improvements and other utilities along with the concrete block wall and then leave the site partially completed while the short plat is recorded and the building permit is issued for Lot A. The potential delay in the time of short plat construction completion and the future building permit issuance would create un-necessary risk to the site and surrounding areas since some areas of the site would be protected from erosion to the maximum extent feasible but no permanent walls/structures would be in place in some areas to provide the long-term protections necessary in the area of the City. Therefore, since the improvements for this short plat are proposed to serve a maximum of two lots it is our request that the short plat improvements be deferred until the building permit for Lot A has been issued so that the work can be completed at that same time in the safest manner possible. In addition, the property owner will be providing the City the requested Agreements that the improvements will be installed as part of the building permit approval for Lot A and that no building permit for Lot B will be issued until all the required short plat improvements have been constructed.
