Property Owner Scott Park Edmonds Central Plaza 23830 Highway 99 Edmonds, WA 98026 Design Review Process Applicant Beehive Espresso 2 15526 30"' Ave. SE Mill Creek, WA 98012 For projects requiring design approval that do not increase the footprint or height of a building, an administrative staff decision is required subject to the requirements of ECDC 20.14 (Design Review) and 20,95.040 (Staff Decision — No Notice Required), Analysis: 2, The project site is located at 23830 Highway 99 within the CG zone (Highway 99 Corridor). District - based design review is required for projects within the Highway 99 Corridor. The applicable Comprehensive Plan design standards apply as do those found in ECDC 16.60. 3. 'Updated facades and other exterior improvements at Edmonds Central Plaza were approved in 2008 (BLD -2008-0137). The earth -tone color theme was approved at that time. 4. Relevant goals for the Highway 99 Corridor include: Pagm I of'2 a. B9. Upgrade the architectural and landscape design qualities of the corridor (p. 48). 5. Relevant design objectives from the Comprehensive Plan include: a. E.I.c. Improve visual and physical character and quality in Edmonds (p.79). 6. The yellow and black paint was applied prior to permit as is indicated by the accompanying photograph taken June 15, 2009. 7. The new paint scheme, while evocative of the proposed tenant's business namesake, is garish and does not fit aesthetically with the attractive updates recently undertaken at Edmonds Central Plaza. The painting does not further the relevant goals nor satisfy the design objectives for the area as identified in the Comprehensive Plan. Decision: Based on the facts and conclusions of this report, staff finds that the design review for this project (file No. BLD -2009-0354) is APPROVED with the following conditions: 1. The exterior of Suite 119B shall be repainted as it appeared prior to the unpermitted painting to match the colors of the remainder of the Edmonds Central Plaza site. 2. Signage for the subject subtenant space must comply with the sign package approved for the site (ADB -09-05) as well as with the requirements of ECDC 20.60. Z have reviewed the application for compliance with the Edmonds Community j)evelopment Code.
