The parcel is zoned RM -2.4. Property Owner/Applicant Sunset Villa LLC 2360956 1h Ave. W, Suite 100 Mountlake Terrace, WA 98043 Design Review Process Contractor SignMART 1515 Freeway Dr., Suite A Mount Vernon, WA 98273 Design review for signs is considered a Type I decision subject to the requirements of ECDC 20.01.003, Analysis Design Standards. The Comprehensive Plan identifies the site as Highway 99 Corridor. The proposed sign satisfies the intent of the following goals and policies of the Comprehensive Plan: a. "Protect the streetscape from becoming cluttered. " (page 76) b. "Minimize distraction from the overuse of advertisement elements. " (page 76) c. "Provide clear signage for each distinct property. " (page 76) d. "Minimize potential view blockage. " (page 76) e. "Signs should be related to the circulation element serving the establishment. " (page 76) f. "Landscaping should be used in conjunction with pole signs for safety as well as appearance. " (page 76) 2. Sign type. Pole signs are permitted sign types in the Highway 99 Corridor according to ECDC 20.60.020.L. The sign is made of wood and has light yellow lettering applied to an aluminum panel which is attached to the wood which is all beneath a setting sun logo. 3. Size and height. A pole sign is a freestanding sign. According to ECDC 20.60.045, pole signs may be no larger than 10 square feet in a multifamily zone and may be a maximum of 6 feet high. The proposed sign is 10 square feet and the top of the sign will only be 3 feet above grade so that it can be located within the street setback area for the parcel along 761H Avenue West. The sign will be installed in an area of existing landscaping.
