(Ken Osage) PO Box 8106 Lacey, WA 98506 Design review for signs is considered a Type I decision subject to the requirements of ECDC 20.01.003. Analysis 1. Design Standards. The Comprehensive Plan identifies the site as Highway 99 Corridor. The proposed sign satisfies the intent of the following goals and policies from the Comprehensive Plan: a. Urban Design — General Objectives are found on pages 90 - 98 and are intended to encourage high quality, well-designed projects to be developed throughout Edmonds that reflect the values of its citizens. b. "Protect the streetscape from becoming cluttered. " (page 93) c. "Minimize distraction from the overuse of advertisement elements. " (page 93) d. "Provide clear signage for each distinct property. " (page 93) 2. Sign type. An internally illuminated boxed cabinet sign on a pole is a permitted sign type in the SR -99 (Highway 99 Corridor) area per ECDC 20.60.020.L. 3. Bulk requirements. According to ECDC 20.60.045.13, freestanding signs in the CG zone may be a maximum of 25 feet high. The existing pole is proposed to be reduced in height so that the replacement sign meets the height criteria where the top of the sign is 25' from the average elevation of undisturbed soil at the base of the pole. Per ECDC 20.60.025.A.2: The maximum total permanent sign area for allowed or permitted uses in the CG zone shall be one square foot of sign area for each lineal foot of building frontage along a public street and/or along a side of the building containing the primary public entrance to a maximum of 200 square feet. The allowable sign area shall be Page I of 2 File No. BLD -2010-0321 America's Diner sign computed separately for each qualifying building frontage, and only the sign area derived from that frontage may be oriented along that frontage. Furthermore, according ECDC 20.60.045.C, the maximum freestanding sign area in the CG zone is 56 square feet or one-half square foot of sign area for each lineal foot of street frontage, whichever is greater, up to a maximum of 160 square feet. The subject site has approximately 150 lineal feet of frontage along Highway 99. At a rate of 0.5 x 150, the pole sign could be a maximum of about 75 square feet. The proposed sign is 72 square feet and therefore meets the area requirement. Decision Based on the facts and analysis in this report, staff finds that the design review for this project (File No. BLD -2010-0321) is APPROVED. I have reviewed the application for compliance with the Edmonds Community Development Code.
