The application must satisfy the general criteria found in the sign code (Chapter 20.60 ECDC) and the 2012 Comprehensive Plan. Analysis 1. Design Standards. The Comprehensive Plan identifies the site as 'Medical' within the Medical/Highway 99 Activity Center overlay. The proposed sign satisfies the intent of the following goals and policies from the Comprehensive Plan: a. General Urban Design Objectives are found on pages 92 —100 and are intended to encourage high quality, well designed projects to be developed Medical/Highway 99 Activity Center area that reflect the values of the citizens of Edmonds. b. "Protect the streetscape from becoming cluttered." (page 96) c. "Minimize distraction from the overuse of advertisement elements." (page 96) d. "Provide clear signage for each district property. (page 96) e. "Use graphics/symbols to reduce the need to have large letters." (page 96) Sign type. The site is zoned Medical Use (MU); the dimensional requirements for the Neighborhood Business (BN) zone apply according to ECDC 16.62.020.B. At the same time, the SR -99 district standards apply to the proposed site as indicated in ECDC 20.60.0201. Monument signs and internal illumination such as that proposed are permitted sign types in the SR -99 district. 3. Number of signs. According to ECDC 20.60.025.A.4, the maximum number of permitted permanent signs is three per site or three per physically enclosed business space on commercial Page 1 of 2 File No. BLD20130300 Warren Building sign site with multiple business tenants. There is currently a small monument sign near the entrance to the parking lot on 76th Avenue West (BLD20090045) but no other known signage at the site. According to ECDC 20.60.045.F, the lot may only have one freestanding sign. As a result, if the proposed sign is to be installed, the existing freestanding sign will have to be removed. This will be added as a condition of approval. 4. Sign size. According to ECDC 20.60.025.A.1, the maximum total permanent sign area for uses in the MU (BN) zone is one square foot of sign area for each lineal foot of wall containing the main public entrance to the primary building. The building is approximately 130 feet wide facing 76th Avenue West so therefore a total of 130 square feet of signage is available for the site. According to ECDC 20.60.045.8, the maximum area for a freestanding sign in the MU (BN) zone is 48 square feet for a group sign like the one proposed. The subject sign is proposed to be 18 square feet. At that size, the sign satisfies both the maximum area and specific freestanding sign area requirements of the code. Sign height and location. According to ECDC 20.60.045.D, the maximum height for a freestanding sign in the MU (BN) zone is 14 feet. However, because the sign is proposed to be located near 76th Avenue West within the required 15' street setback area, the sign may only be 3 feet tall in that location. The sign is proposed to be 3 feet tall from the ground to the top of the sign. 6. Colors. The proposed sign will use colors similar to the Warren Building itself — curry and grey along with white lettering on opaque sign panels. Decision Based on the facts and analysis in this report, staff finds that the design review for this project (File No. BLD20130300) is APPROVED with the following condition: 1) No commercial sign shall be illuminated after 11:00 p.m. unless the commercial enterprise is open for business and then may remain on only as long as the enterprise is open. 2) The existing monument sign on 76th Avenue West adjacent to the parking lot entrance approved in BLD20090045 shall be removed and that location re -landscaped with ground cover to match the surrounding area. 3) The proposed sign shall be installed at the existing grade of the planting bed. The grade shall not be amended to affect an increase in the height of the sign within the street setback area.
