The tenant improvements are to allow Dollar Tree to locate within the Aurora Market Place. The majority of the tenant improvements will be conducted on the interior of the building. The exterior of the building will remain largely unchanged. Projects that remain under the SEPA threshold are reviewed by staff with the building permit, and the design review is considered an administrative Staff Decision subject to the requirements of ECDC 20.12 (District - Based Design Review) and 20.95.040 (Staff Decision — No Notice Required). Analysis: 1. All exterior repairs will be done in a manner to match existing adjacent materials so that the repair is imperceptible. Opaque vinyl film on interior face of glass will conceal interior infill wall, while preserving the potential future uses of the site. 3. The proposal will impact five parking spaces located in the rear of the Dollar Tree site. A parking analysis indicates there is still sufficient parking at the Aurora Market Place for this intended use. 4. A sign permit will be submitted separately. 5. The proposal is consistent with the design of the existing structure. Technical Review: The Engineering Division, Building Division, and Fire Department have reviewed the building permit application (File No. BLD -2009-0166) for this project. Any comments from these departments will be provided as part of their review of the building permit application. Decision: Based on the facts and conclusions of this report, staff finds that the design review for this project (File No. BLD -2009-0166 is APPROVED with the following conditions. 1. The applicant must obtain a building permit for the proposed work, and individual elements of this project are required to meet all applicable city codes. 2.
