BLD2010072 Project Proposal:
Shoreline Sign & Awning has submitted a sign application for Hamburger Harry's which will be
located at 610 5th Avenue South. The sign application includes an externally illuminated
monument sign and an internally illuminated wall sign.

Design Review Process:
The proposed project requires a Design Review. Projects that remain under the SEPA threshold
are reviewed by staff with the building permit and the design review is considered an
administrative Staff Decision subject to the requirements of ECDC 20.60 (Sign Code) and is a
Type I decision pursuant ECDC 20.01.003.A.
Analysis:
1. Location. The project site is located at 610 5th Avenue South. The site is zoned BD3 —
Downtown Business. The comprehensive plan designation for the site is Downtown
Convenience and it is located within the Downtown/Waterfront Activity Center overlay.
2. Sign type. There are two signs depicted in the application materials. One is an externally
illuminated monument sign and the other is an internally illuminated wall sign. Both sign
types are conditionally permitted within the Downtown Activity Center.
3. Size. Sites within the BD zone are permitted 1 square foot of sign area per lineal foot of wall
containing the main public entrance. The site of Hamburger Harry's has 56 lineal feet of
frontage and is therefore permitted a maximum sign area allowed of 56 square feet. The
monument sign is 27.32 square feet and the wall sign is 21.97 square feet for a total sign area
of 49.29 square feet. The requested sign area is within the maximum allowed for the site.
4. Color. Both signs have red letters and yellow trim around an oval that circles "Hamburger
Harry's". The monument sign and background of the wall sign contain shades of brown
consistent with other colors used on the site. The colors are acceptable and are consistent
with those used throughout the site.
5. Height. Pursuant to ECDC 20.60.020.M.5, internally illuminated signs in the downtown area
are not permitted to be higher than 14 feet. The top of the internally illuminate wall sign is
proposed to be a 14 feet. Free standing signs within the BD zone can be a maximum of 14

feet in height according to ECDC 20.60.045.D. The proposed monument sign is 6 feet in
height. Both signs are consistent with the height requirements in ECDC 20.60,
6. Number. Pursuant to ECDC 20.60.045.F only one free standing sign is permitted per site.
There is potentially enough space for four businesses at this location. The proposed
monument sign would be the one allowed freestanding sign for the site. Since Hamburger
Harry's is using all of the space on the one allowed free standing sign, the City requested
approval in writing from the property owner giving Hamburger Harry's permission to use all
of the space on the one allowed free standing sign. The property owner gave permission to
allow Hamburger Harry's to have the only free standing sign. See the attached email
correspondence with Timothy Linehan, property owner.
7. Landscaping. Free standing signs must have a landscaped area twice the size of the sign area
at the base of the sign. Since the monument sign has a sign area of 27.32 square feet, a
landscaped area of at least 54.64 square feet must be provided at the base of the monument
sign. The application materials indicate an 8 by 8 foot landscaped area at the base of the sign
which is consistent with the landscaping requirements.
Decision:
Based on the facts and conclusions of this report, staff finds that the design review for this
project (File No. BLD20100156) is APPROVED.

appealable to the extent that the applicable building permit or development approval is an
appealable decision under the provisions of the ECDC. Design review by staff is not in itself an

Just toclarify, Other businesses sdthe site can have signs on the buildings above their space, but only one free
standing sign (sign not attached to building) on the site is allowed. Some places, like the Gregory just down the
street, have monument signs designed so more than one business can have their information on the sign, Since
Hamburger Harry's isproposing house all ofthe allowable space for the one free standing sign onthe property,
vvewanted aletter ofconsent from the property owner.
So the other businesses will be allowed signs on the buildings over their space, but you are giving permission to
Hamburg Harry's to have the only free standing sign.
