STAFF DECISION -
BLD -2011-0847 Project Proposal:
Speedy Sign Center has submitted a sign permit for The Health & Wellness Center which consists of a
non -illuminated wall sign at 21920 76th Avenue West. The comprehensive plan designation for the site
is Mixed Use Commercial and it is located within the Medical/Highway 99 Activity Center overlay. The
site is zoned RM -2.4 — Multifamily Residential. Business uses in the RM zones are subject to BN signage
requirements.

Design review for signs is considered a Type I decision subject to the requirements of ECDC 20.01.003.
The design standards in the sign code (Chapter 20.60 ECDC) and those general urban design standards in
the Comprehensive Plan apply.
Analysis:
1. Design Standards. The proposed signage satisfies the intent of the following goals and policies from
the Comprehensive Plan and the design standards in ECDC 20.60:
a. Comprehensive Plan goals and policies for the Medical/Highway 99 Activity Center are located
on pages 61— 67 and are intended to encourage the development of high quality, well-designed
projects that reflect the values of the citizens of Edmonds. The associated general urban design
objectives are located on pages 92 — 98.
b. "Protect the streetscape from becoming cluttered." (page 96)
c. "Minimize distraction from the overuse of advertisement elements." (page 96)
d. "Where multiple businesses operate from a central location, tenants should be encouraged to
coordinate signing to avoid the proliferation of signs, each competing with the others." (page
96)
2. Sign type. The proposed sign consists of individual plastic letters mounted directly to the face of the
building.
Size. Business sites within the RM zone (BN signage) are permitted 1 square foot of sign area per
lineal foot of wall containing the main public entrance. The subject building has approximately 96
feet of lineal wall where the main public entrance is located. Therefore, 96 feet of signage is
allowed for the entire site, to be divided between all tenants in this building. Two existing tenants

are 56 square feet leaving 40 square feet for the proposed sign. The proposed sign is 17.4 square
feet which leaves 22.6 square feet of signage available for the remaining tenants at this time.
Pursuant to ECDC 20.60.030.A, the maximum area of wall signs within the BN zone is 1 square foot
per lineal foot of attached wall. The wall where the proposed sign is located is approximately 47
feet long. The proposed sign area is 17.4 square feet and thus complies with the code.
4. Number. For commercial uses within a residential zone, pursuant ECDC 20.60.025 signs are subject
to the maximum area and height limitations established for signs in the BN zone. While number of
signs is not mentioned, it is appropriate to use the number of signs in the BN zone as well. The
maximum number of signs within the BN zone is three per site or three per physically enclosed
business space on commercial sites with multiple business tenants. Only one sign is being proposed
by the tenant.
5. Height. Pursuant to ECDC 20.60.030.B, the maximum height of wall signs is 14 feet or the height of
the face of the building on which the sign is located. The application proposes to place the sign on
the face of the building at a height of approximately 22 feet which is consistent with ECDC
20.60.030.B.
6. Color. The sign letters are white on an existing beige fagade.
Decision:
Based on the facts and conclusions of this report, staff finds that the design review for this project (File
No. BLD -2011-0847) is APPROVED.

the extent that the applicable building permit or development approval is an appealable decision under
the provisions of the ECDC. Design review by staff is not in itself an appealable decision.
