RCW 197-11-970 Determination of Nonsignificance (DNS)
Description of proposal: This project involves the replacement of a City -owned storm pipe that
currently collects runoff from 12th Avenue North and conveys it under a private residence. The project
would abandon the old pipe in place (filled with grout) and install a new pipe via trenchless technology
along the southern property boundary of 1025 12th Avenue North and will not be located under any
structures. The outfall for the new pipe will be into a bubble up catch basin that will dissipate the energy of
the flow and it will spill onto a rock pad that will direct the flow into an existing ditch system. The City will
acquire an easement from 1025 12the Avenue North for the installed system.

The lead agency has determined that the requirements for environmental analysis and protection have
been adequately addressed in the development regulations and comprehensive plan adopted under
chapter 36.70A RCW, and in other applicable local, state, or federal laws or rules, as provided by RCW
43.21C.240 and WAC 197-11-158 and/or mitigating measures have been applied that ensure no
significant adverse impacts will be created.
An environmental impact statement is not required under RCW 43.21.030(2)(c). This decision was made
after review of a completed environmental checklist and other information on file with the lead agency.
This information is available to the public on request.
There is no comment period for this DNS.

days from the date below. Comments must be submitted by April 15, 2010.
