The department reserves the right to defer plan review and inspections to the local authority having jurisdiction (AHJ). Plans and specifications shall include, but not be limited to, a floor plan; location of all alarm-initiating and alarm-signaling devices; alarm-control and trouble-signaling equipment; annunciation; power connection; battery calculations; conductor type and sizes; voltage drop calculations; name, address, and phone number of the agency receiving off-premises transmission of alarm; and the manufacturer, model numbers, and listing information for all equipment, devises, and materials. Incomplete plans and specifications will be returned without review. Plans and specifications may be submitted separately from the construction documents during the construction of the project. For small renovation projects in which devices are only to be relocated or very few devices are to be added, provide two plans that shows the relocation of devices which may be submitted for review in lieu of the above requirements. This information can be included on the electrical or architectural plans. Verify with the Department staff to determine if the scope of your project meets this criteria. Section 907.1, International Fire Code Response received – 05/04/2018- We have included the fire alarm drawings into the response package. Approved – 05/21/2018 – According to the response, above, and the provided documents, the requirement has been met. 4  A pdf version of the sprinkler system working plans shall be submitted for review and approval before any equipment is installed or remodeled. The department reserves the right to defer plan review and inspections to the local authority having jurisdiction (AHJ). Deviation from approved plans will require permission. Plans and specifications, including hydraulic calculations, that are incomplete or are not stamped by a Washington State Licensed Fire Sprinkler Contractor, will be returned without review. Plans and specifications may be submitted separately from construction documents during the construction of the project. For small renovation projects in which heads are only to be relocated, a plan that shows the relocation of devices can be submitted for review in lieu of the above requirements. Section 903.1, International Fire Code Response received – 05/04/2018- We have included the sprinkler system drawings into the response package. Approved – 05/21/2018 – According to the response, above, and the provided documents, the requirement has been met. 5  Provide Carbon Monoxide alarms. - OR - Provide a code based rationale why they are not needed. IBC 420.7.4 and 915.1.1 and 915.2.1 Response received – 05/04/2018- Carbon monoxide alarms will be provided by electrical. CO detector cut sheet has been submitted with the response package. Approved – 05/21/2018 – According to the response, above, and the provided documents, the requirement has been met. 6  When there is an interruption in the corridor by a large space such as the Day Rooms (226B & 230A) it will be considered that you are exiting through an intervening room. Therefore you will need to meet the followings. All the walls of sleeping rooms open to the room will be 1 hour fire barriers. The doors will be 3/4 hour rating. There must be a clear discernable path. IBC 420.2, table 716.5, 1016.2, and 1020.6 Response received – 05/04/2018- We have revised door 205, 206, 214, 215, 245A and 245B to 45-min rated doors. See Sheet A2.50 Door schedules. The revisions were clouded and tagged. Approved – 05/21/2018 – According to the response, above, and the provided documents, the requirement has been met. 7  Sheet G1.00 indicates that the resident room doors will not have self-closers, or automatic closers. To take advantage of the cited section (716.5.9) you must demonstrate compliance to all aspect of this section. Sub-section 3.1 states "Each floor is constantly attended by staff on a 24-hour basis and stationed on that floor." This requirement for staffing is that each floor have staffing that would be required for a "fire-watch," or level similar to what you find in a nursing home or hospital. Provide within the functional program and on the drawings the number of staff members there will be on each floor of the building during the day, evenings, and during the night. IBC 716.5.9 (3.1) Response received – 05/04/2018- The functional program has been revised (dated 5-4-2018). See the last paragraph of section: “Staffing”. Northpoint will maintain staff on both levels of the building at all times. There will be at least four staff members on the 2nd floor at any given time who will be monitoring patient activity, facility safety and assisting patients as needed. Approved – 05/21/2018 – According to the response, above, and the provided documents, the requirement has been met. 8  Provide documentation that the glazing that are in the rooms (115, 122, 130, 131, 132, 133, and 134) that is common to the corridor has a rating of 3/4 hour. IBC table 716.5 Response received – 05/04/2018- We have revised relites at door 101A, 114, 115, 122, 127, 130, 131, 132, 133 and 134 to receive 45 minutes rating. Relite R3 is also revised to 45-min rating. See Sheet A2.50 Door schedules, Frame types and Relite types. The revisions were clouded and tagged. Approved – 05/21/2018 – According to the response, above, and the provided documents, the requirement has been met. 9  I could not find the HW11 for the main electrical room (137). Indicate there is there panic hardware on the door. – OR - Provide a code based rationale why it is not needed. NFPA 70: 110.26(C)(3) Response received – 05/04/2018- We have added panic hardware to the door schedule. See Sheet A2.50 Door schedules. The revisions were clouded and tagged. Approved – 05/21/2018 – According to the response, above, and the provided documents, the requirement has been met. WAC Comments 10  Provide a revised functional program that indicates the maximum number of resident that will be receiving overnight stay treatment. WAC 246-337-040 (2) Response received – 05/04/2018- The functional program has been revised (dated 5-4-18). See the 2nd paragraph under section “Who We Are”. The maximum number of patients who will be admitted at any time is 44. Approved – 05/21/2018 – According to the response, above, and the provided documents, the requirement has been met. 11  Within the plans, or within the functional program, demonstrate how you will meet the needs for emergency power and heat. WAC 246-337-070 (2)(e) and WAC 246-337-070 (4)(d) Response received – 05/04/2018- The functional program has been revised. See section “Emergency and Disaster Planning” Approved – 05/21/2018 – According to the response, above, and the provided documents, the requirement has been met. 12  Within your functional program and/or the plans describe how you are protecting each resident from and invasion of privacy. WAC 246-337-075 (5)(j) Response received – 05/04/2018- The functional program has been revised. See section “Accommodations”. Approved – 05/21/2018 – According to the response, above, and the provided documents, the requirement has been met. 13  Notify the CRS plan reviewer for the following on-site inspections. Prior to the placement of the gypsum wall board. Prior to placement of all the ceiling tiles so that fire and smoke barriers maybe seen for continuity. Prior to final inspection by the local building official. Provide a 1 week lead time to coordinate schedules. WAC 246-337-040 (6)(a) and IBC 110 Response received – 05/04/2018- The contractor will notify the CRS plan reviewer prior to performing the tasks listed above for on-site inspections. Deferred – 05/21-2018 – Kitchen Comments 14  Specify that a manual pull activation device is provided for an automatic sprinkler system, dry or wet chemical, foam water, or carbon dioxide kitchen hood extinguishing systems. The manual actuation device shall be located at or near a means of egress from the cooking area, a minimum of 10 feet and a maximum of 20 feet from the kitchen exhaust system. IFC 904.12.1 Response received – 05/04/2018- See Kitchen design Sheet FS6.3 for manual pull activation device. The related sessions have been clouded and tagged. Approved – 05/21/2018 – According to the response, above, and the provided documents, the requirement has been met. 15  Provide a Type “K” fire extinguisher in the kitchen. IFC 904.12.5 Response received – 05/04/2018- We have revised plan. See Sheet A2.10 in room Commercial Kitchen 124, a type “k” fire extinguisher has been provided in the east wall. The revision was clouded and tagged. Approved – 05/21/2018 – According to the response, above, and the provided documents, the requirement has been met. In the event of conflicts between other jurisdictions and these written comments, the most stringent shall apply. The building owner or operator is ultimately responsible for safety and insuring the building is in compliance with all applicable laws.
