My apologies for missing your meeting, I was held over at another. Building Department and I did have discussion before meeting for your proposal. There are construction and fire protection requirements for your proposal. The key issue you are likely interested in is to fire sprinkler requirement or not, that is the only question here I will attempt to answer, and that depends. Give your roster, it appears you are best served by change of use to educational (group E) occupancy, that includes up to 99 children from 0 to 5 years. For E, you must sprinkler where 50 or more kids (any age). The exception to this is where every childcare room has a second exit to exterior/public way. Your plan appears to follow this design. With this design, your architect (required where building is over 4,000 s.f.) will likely need to design a corridor serving all areas in order to protect the first entry/exit. At 100 children & caregivers or more 0 to 5 years you must sprinkler regardless. There is also a condition where any infant rooms (group 14) caring for more than 5 will require fire sprinklers throughout. The exception to this is where every infant care room has a second exit, also. Your design will require an architect's analysis and determination, regardless. My suggestion is that you find one to evaluate the existing and proposed conditions. Fire alarm will be required for your project regardless of sprinkler requirements.
