DRC Memo.Edmonds Park Apt.8.8.13.pdf MEMORANDUM Date: August 6, 2013 To: Marc Travers From: JoAnne Zulauf, Engineer Technician Subject: Park Edmonds Apartments The following comments are provided from the Engineering Division in review of the conceptual plans submitted for a Development Review Committee Meeting dated August 8, 2013. This is not a comprehensive review. 1. This property lies within the Olympic View Water Sewer District service area. Please contact them for information regarding requirements for sewer and water services. 2. The proposed structures will need to meet Edmonds Community Development Code (ECDC) Chapter 18.30 Stormwater Management. Please review Handout E72 to determine classification of site and stormwater mitigation requirements. If the land disturbance area for this project is one acre or more, a Dept of Ecology NPDES permit will be required. 3. Commercial access width at property line is 30 ft. For entrances primarily accessing the multifamily buildings 24 ft may be acceptable. 4. Parking garage: Interior requires oil/water separator - connect to sanitary sewer. Outer structure runoff to be directed to storm system. 5. A traffic analysis will be required. See ECDC Chapter 18.82 and Handout E82 for more information. 6. Storm, Traffic and Park impact fees will be applicable to the Mixed Use/Commercial building. For more information regarding Park impact fees, contact Carrie Hite, Parks Director at 425-771-0230. 7. FYI: Development fees may increase in 2014, General Facility Charges (e.g. storm, traffic impact fees) shall increase in 2014.
