DRC20170009-Applicant questions.pdf23016 94" Ave W, Edmonds WA, 98020 Dear City of Edmonds Development Review Committee Meeting, Pertinent Background Information: The property at 23016 94th Avenue W, Edmonds WA, 98020 is a total of 1.1 acre site which the owner had a previous proposed draft short plat for four houses built on the property. There are two main challenges for building four houses on the property, the narrow driveway that was deeded with the property and the drainage of the property. The property driveway is 15' wide with a parallel 15' driveway shared with the nine neighboring properties, with the original proposal to combine these driveways into a single ingress/ egress to all the properties on 94th Ave W, requirement easement agreement with all the neighbors. Unfortunately, a couple new neighbors are opposed the easement. If infiltration is not acceptable drainage solution for building on the site and the drainage needs to be connected to city drainage, the closest connection is 300+ ft away from the from of the driveway, which most likely will be cost prohibitive if too few houses are built. The owner is seeking alternate solutions to building on this site, reducing the number of houses build from 1-3 and utilizing just the deeded driveway into the property. List of questions regarding proposed project: 1. Previous discussions with the city regarding the easement, the owner was told no joint easement would be required if only three houses were built. Why the change? 2. Is it acceptable to utilize the original driveway for ingress/ egress for three houses? 3. Would it be acceptable to the city to build 1 or 2 houses on the property and utilize the existing driveway for ingress/ egress? 4. If 3 houses were built on the property, would this require drainage to be connected to city drainage? 5. If 1 or 2 houses were built on the property, what are the implications to drainage? Would infiltration be acceptable? 6. The north side of the property borders a slope of the neighboring property and a geotech survey was performed on the property including the slope. What is the minimum setback that is required next to the property line on this north side? 7. If fewer houses are built, does the fire department still require a "fire Marshall turn around?
