8431 244th St SW Edmonds Trip Generation Summary
This memorandum provides an overview of the proposed project as well as the anticipated trip
generation, and mitigation fee recommendations to support sections 1 and 7 of the City of
Edmonds Traffic Impact Analysis Worksheet for a project with fewer than 25 hour trips.
Project Description
The proposed project is located at the northwest corner of the SR 99 / 244th Street SW
intersection in Edmonds and would include the construction of an approximately 10,000 square-
feet of retail and removal of the existing (5,478 sf) Denny’s. A site vicinity map is shown in Figure
1. The project would maintain the two existing accesses onto 244th Street SW. The site plan is
included in Attachment A.

Trip Generation
Trip generation for the proposed project was determined by using established trip rates published
in the Institute of Transportation Engineers (ITE) Trip Generation (8th Edition, 2008) per the City of
Edmonds requirements for the weekday daily and PM peak hour. Table 1 shows the resulting net
new trip generation for the development during the weekday daily and PM peak hour, accounting
for the traffic generated by the existing use.

As shown in Table 1, during the weekday PM peak hour the proposed project is anticipated to
generate fewer than 25 peak hour trips before consideration of the existing use. With the removal
of the existing land use, the project is anticipated to result in a reduction of approximately 266
weekday daily trips with approximately 12 fewer net new trips occurring during the average
weekday PM peak hour (a reduction of 9 inbound trips and 3 outbound trips).
Mitigation Fee Recommendation

Based on the City of Edmonds Impact Fee Rate Tables and per the Traffic Impact Analysis Study
Worksheet section 7, the mitigation fee for the new use is $13,400 and for the prior use is
approximately $26,952 resulting in a net negative. As a result, the mitigation fee recommendation
is $0 due to the net negative outcome.
