Many of these items were included in the Preapplication Comments and/or at meetings, but have not been addressed in the application. Provide written responses to each comment and where changes can be found on the plans. Please resubmit to Marie Harrison, Permit Coordinator. 1.Please add applicable codes in effect at the time of review: a.2006 International Building Code (including Accessibility) with State Amendments b.2006 International Mechanical Code (including International Fuel Gas Code) with State Amendments c.2006 International Fire Code with State Amendments d.2006 Uniform Plumbing Code with State Amendments e.2006 Washington State Energy Code (WAC 51-11) f.2006 Washington State Ventilation Indoor Air Quality Code (WAC 51-13) g.Edmonds Community Development Code 2.On one site plan, dimension distances from the buildings/shelters to property lines. 3.Verify if a passenger loading zone(s) will be provided. If to be provided, show compliance to IBC 1106.7 and ICC/ANSI A117.1 section 503. 4.Provide floor areas for each building/shelter. 5.On the coversheet of the plans add the following to the deferred submittals list: shop drawings, signs (not including directional signage), 6.A separate permit application is required for the communication building. Provide the manufacturer’s plans and specifications for the pre-fab communication building, stamped and signed by a Washington State licensed Professional Engineer. 7.Additional comments for the Amtrak building: a.Specify the type of construction b.Building occupancies (waiting area A3 occupancy, office B occupancy, baggage room S2 and Railroad Club area, A3) c.Provide floor area and occupant load calculations for each room/space, and the total building. d.Provide a seating plan for the waiting area (see IBC 1108 for accessible seating requirements). e.Clearly show heated vs. unheated areas within the Amtrak building. f.A second complying exit is required to be provided from the Railroad Club area due to occupant load. Provide structural details as required. g.Regarding IBC 302.3.1 Nonseparated Uses (as well as incidental and accessory uses IBC 302.1.1 and 302.2), from the 8/24/07 meeting it was understood that Nonseparated Uses will be used; please add this information to the coversheet, (allowable area and height calculations of the most restrictive occupancy to the entire building, and also include additional code requirements that are applicable throughout the building per IBC 302.3.1.) h.Show locations of illuminated exit signage and emergency lighting, including method of power backup. i.Provide code justification for the current design which requires people from the waiting room to pass through the baggage work area to reach the restrooms. The configuration creates an unsafe condition for the occupants also how is ventilation of this area addressed. Provide details of the retractable tape and wall mounted warning sign. This was discussed at the 8/24/07 meeting but nothing was provided with the application. j.From the 8./24/07 meeting it was understood that the owner would provide a written description of the vehicles used in the baggage room as well as a description of how the area is used (i.e., vehicles driving through the building, how occupant-baggage cart conflicts are mitigated, how occupants are protected and warned, etc). k.Provide details showing accessible compliance for the restrooms. l.Indicate all door hardware shall be lever style or panic hardware. 8.Complete the enclosed lighting budget form for the building interior and exterior as well as the parking lot areas. 9.Provide the written contractor’s bid for the project. 10.Complete the enclosed Special Inspection and Testing Agreement (one must be completed for each special inspection firm (i.e. geotechnical and structural)). Have the applicable parties sign the agreements and return for City approval prior to permit issuance. 11.One set of complete plans shall be wet signed by the applicable design professionals. 12.In general there is a need for sheet and detail coordination (for example many of the referenced details on Pages 48-60 have wrong details noted, see P54 A4.5, see P61 A6.2 detail 3 missing, P60 A4.5, and sheet A4.8 was missing from the submittal). 13.Provide accessible building and site and directional signage as required by IBC Section 1110. 14.Handrail extensions are required on both sides of the ramps. Revise/clarify details 1 & 3 Sheet A4.4. ICC/ANSI A117.1 section 505.10 15.On page 32 for sign #7 please add accessible installation details, also sign #7 is missing from the sign installation schedule. 16.Show existing and proposed exterior and interior accessible routes of travel, including pedestrian access to the building and boarding platforms from the public street, parking, accessible entrance(s), maneuvering distances at doors, the restrooms, etc. 17.Provide details showing compliance to IBC Appendix E 109 where the items are newly constructed for this project. 18.Provide information on bench detail to show compliance to ICC/ANSI A117.1 section 909.
