RE: Plan Check # 2008-0257
Project: Edmonds Station Sound Transit
Project Address: 209 West Dayton St.
During re-review of the plans for the above noted project, it was found that the following
information, clarifications or changes are needed. Provide written responses to each comment and
where changes can be found on the plans. Please resubmit to Marie Harrison, Permit Coordinator.
1.Previous item 5: The complete list was found on EDM-AZ1.4, however the Special Inspection
and Testing Agreement cannot be a deferred submittal. It must be submitted to the City prior to
permit issuance (also previous item 10 regarding special inspection agreement).
2.Previous item 7a: Type of Construction in the response letter states VB, Sheet EDM-AZ1.4 notes
VA. Also, VA, IA and IIIA were noted for the other buildings which needs to be changed to VB
since none of the buildings are 1-hour fire rated.
3.Previous item 7c: Occupant load calculation table needs to be revised as follows per IBC Table
1004.1.1:
a.For lobby, use a factor of 15
b.For waiting room, use a factor of 15
c.Bathrooms are not included in the total occupant load
d.The mechanical room calculation is incorrect and should be 1
e.For Railroad Club, per Building Official use a factor of 20. Revise EDM-AZ1.4
exiting diagram and floor plan on EDM-A5.1 to show only one exit required for the
Railroad Club.
f.Post maximum occupant load sign at the Railroad Club room and in the waiting room.
Show location of the signs on the floor plan.
4.Previous item 7h: Sheet EDM-A5.1 only shows the location of exit signs. Add emergency
lighting locations and method of power backup. EDM-ED03 does not show the illuminated exit
signage and emergency lighting, including power backup as noted in your response letter. Please
revise.
5.Previous item 8: The Interior Lighting Summary form was received, but was not filled out.
Please complete and resubmit. The Exterior Lighting Summary form was received and approved.
6.Previous item 13: Accessible signage could not be reviewed. Response letter notes that there
were attached sheets from the Sound Transit signage standards, but we did not receive them.
Please provide. (IBC 1110 & E109.2.2)
7.Previous item 16: Exterior accessible routes of travel are still very difficult to verify on the Civil
and Architectural plans. More elevation points need to be provided, ramps and curb ramps need
to be shown and detailed, flush edge of pavement areas need to be clearly shown, etc. This
information needs to be clearly shown on the civil and architectural plans. The following are
some examples looking at plans for the south portion to match line STA W 14+50:
Curb ramps are not shown at the south driveway approach.
·
It is not clear that sidewalks are at the same elevation as the concrete around and leading to the
·
TVM shelter.
The accessible route is not clear from the southwest curb ramp to the west platform and if
·
there is a transition ramp or if it is flush.
It is not clear if there is a curb at the accessible parking stall access aisles adjoining the
·
sidewalk or if it is flush. If the accessible route from the parking stalls is through the parking
lot, a striped crosswalk is required where it encroaches into the drive aisle. If the sidewalk is
lowered to be flush with the access aisles, ramp(s) are required and details must be provided
and cross-referenced. Elevation changes from the access aisles to the platform must be shown.
It is not clear if the walkway from the parking lot between the large landscape areas is sloped
·
or provides level access to the platform.
There are similar issues for the remaining portions of the site.
