Hi Becky-
For the NIER report, I looked back over the pages you mentioned and this is my understanding of the
worst-case exposure limit:
The FCC rules provide a formula for determining the Maximum Permissible Exposure (MPE) limits
allowed at a particular site. Based on this formula, the antennas used at this site and the Effective
Radiated Power (ERP) emitted by the antennas, the MPE for this site is 0.467 mW/cm2. Based on
the location of the antennas, the exposure limit for a person under the antennas or in the general
vicinity is, at worst, 0.0102528 mW/cm2 or approximately 2.2% of the MPE per the FCC rules. Is this
an accurate synopsis of the NIER report? Also, based on the proposed location, the owners of the

house adjacent to the site (10319 238 St.) are concerned ERP transmissions may impact them
more due to having their bedrooms on the second floor of the house. The NIER report discusses
exposure below the antennas, what about horizontally out from the antennas?
Regarding your second comment, you are correct the general siting criteria in the code does not
mention parks or public property. This is mentioned in the purpose section of that chapter (section
20.50.010). Subsection A.8 notes the potential use of city property for wireless facilities. An
alternative location such as the park would seem to be in line with subsections A.1, A.3 and A.7. It
would also address some of the concerns I received from neighboring property owners.

Hi Sean,
I’m working on the additional information. Questions: (1) I went over the NIER report with the
project manager and we aren’t sure where we can clarify the report. A lot of it discusses
methodology, but on pages 4-5, under Theoretical Analysis, it states that a six foot person standing
next to the facility would be 53 feet below all antennas and the worst-case exposure is about 2% of
the FCC limits. (2) When we talked about the location, you mentioned that the park was a higher
priority. The only thing I can find in the code on parks/public property is that the City will enable
leases on city property in order to generate revenue, not that its inherently better or a higher
priority. There aren’t any zone types or property types mentioned under the General Siting Criteria
section, just facility types. Is there another section that I’m just missing?
