Email-OVWSD Edmonds Way frontage imp.pdfMessage Page 1 of 2 McConnell, Jeanie From: McConnell, Jeanie Sent: Monday, July 25, 2011 4:16 PM To: 'Steve Dunphy'; 'rocky@csibuilders.com' Subject: OVWSD - Edmonds Way frontage improvements Steve and Rocky, bayiddo , This email is being sent as a follow up to our earlier phone conversations and our on -site meeting last Friday, July 22nd. 1) The curb ramp near the south end of the property can be eliminated. The plans currently indicate removal and replacement, but no crosswalk exists at this location and it is not considered to be a safe crossing, therefore the ramp should be removed instead of replaced. 2) The driveway approach can be constructed either per the City standard detail included in the approved civil construction drawings or per WSDOT standard detail F-80.10-01, which can be viewed on the WSDOT website at I)ttp://www.wsdot.wa.gov/Design/Standards/Plans. Truncated domes are not required at the driveway approach. 3) The plans indicate the new driveway approach will be constructed of concrete. In the location where one of the existing driveway approaches will be removed and replaced with standard sidewalk the plans noted the replacement would be with asphalt. City standard along SR-104 would be for the sidewalk to be constructed of concrete, but as the replacement of the existing driveway would have been considered a "patch" within the existing walk, it was found that asphalt would be acceptable. Per our field meeting on July 22nd, it was determined that other damaged/failing sections of sidewalk exist due to tree roots and that a more significant sidewalk replacement effort would be required. As almost the entire frontage will now have new sidewalk, the City has requested it be replaced as close to City standard as possible. Requests related to the replacement of the frontage improvements have been made by the City in the following order of preference: a) Reconstruct sidewalk with concrete and a 4-foot wide landscape buffer in between the travel lane and the new 5-foot wide sidewalk. b) Reconstruct sidewalk with concrete at a minimum 7-foot width. c) Reconstruct sidewalk with concrete at a minimum 5-foot width. At a minimum, the sidewalk should be replaced with concrete at a minimum 5-foot width. The City appreciates Olympic View's consideration for and willingness to discuss these options. 4) A 2-foot sawcut will be required in the pavement section of SR-104 adjacent to any new sections of curb to be installed. The contractor can either perform the entire 2-foot sawcut ahead of forming for the replacement curb sections or sawcut and remove just enough asphalt to place a form board for the curb and then come back after the curb pour to remove the entire 2-foot section of asphalt. A minimum 10-foot travel lane is required in order to open the travel back up at night. If the travel lane is to be open at night at a minimum 10-foot width and a section of asphalt has been removed between the travel lane and curb, then a rock taper shall be provided against the edge of travel lane per WSDOT standards. 5) Traffic Control: The traffic control plan approved with the civil construction d awings shall be used for daytime lane closure only. If the contractor desires lane closure day and night, separate traffic control plan with appropriate lighting and signage shall be submitted to the City for review and approval. believe this addresses all items we discussed.
