The review of the project didn't go very smooth and took a lot longer than the owner expected it to. If you'd like to know more at some point, I'd be happy to share. What I wanted to convey now though is that the owner paid the transportation impact fees, but indicated he was doing so under protest. He was expecting to pay fees based off the 2018 fee structure, but as the permit was issued in 2019 he had to pay those fees. I provided him with the code section that speaks to protesting or appealing the fees (ECDC 3.36.070 Appeals) and he is required to file a request for review of the impact fees with the director in writing within 14 days of payment. I expect a letter to land in our office in the next week and assume this review would fall to Engineering, but wanted to make you all aware. Thanks!
