Please submit revised plans/documents including a written response to each item below. Resubmittals can be made at the Development Services Department on the 2nd floor of City Hall. Permit Center hours are M, T, Th & F from 8am-4:30pm and on Wednesdays from 8:30am-noon. City of Edmonds handouts, standard details, application and other forms, and development code may be referenced on the City website: www.edmondswa.gov under Services/Permits and Development. GENERAL 1) Submit ROW Permit Application form (this is for the driveway replacement and if needed utility install). 2) Submit Side Sewer Permit Application form. 3) Please provide plans that can be scaled. 4) Please revise the title of the Site Plan since the plan is no longer preliminary construction plans. 5) Show all City easements. There is a 12' utility easement that runs along the south and east property lines. 6) Show all City utilities (water, sewer, and storm) that are adjacent to the site. 7) All utilities should be shown from the city main line to the structure. 8) Show all existing and proposed frontage improvements (i.e. sidewalk, driveway approaches, curb/gutter, etc.). 9) The City's policy is that any existing frontage improvements adjacent to the site being developed will need to be brought up to current ADA standards. a. The driveway approach does not meet current ADA standards and will need to be removed and replaced. Please show the driveway approach per Edmonds Standard Detail E2.26. b. There is no curb ramp at the NW corner of the T-intersection at Skyline Dr. Please show a ramp being constructed consistent with City and WSDOT standards. A designed drawing will be required, but could be a deferred permit submittal. c. The ramp at the SW corner of the T-intersection of Skyline Dr will also need to be constructed. Per state code, RCW 35.68.075 (3) Upon September 21, 1977, every ramp thereafter constructed under subsection (1) of this section, which serves one end of a crosswalk, shall be matched by another ramp at the other end of the crosswalk. However, no ramp shall be required at the other end of the crosswalk if there is no curb nor sidewalk at the other end of the crosswalk. Nor shall any matching ramp constructed pursuant to this subsection require a subsequent matching ramp, RCW 47.04.010 (10) (10) "Crosswalk. " The portion of the roadway between the intersection area and a prolongation or connection of the farthest sidewalk line or in the event there are no sidewalks then between the intersection area and a line ten feet therefrom, except as modified by a marked crosswalk; Please show a ramp being constructed consistent with City and WSDOT standards. A designed drawing will be required, but could be a deferred permit submittal. d. Any sidewalk that doesn't meet current ADA along the subject site will need to be replaced. Revise the plans accordingly. e. Add a note to the plans stating existing failing, damaged or non-ADA compliant frontage improvements shall be removed and replaced as determined by the City Engineering Inspector. 10) Please show a 2' asphalt cut where any curb replacement is to occur. 11) Show the rockery on the plans. 12) Please label the driveway material. 13) The rockery was approved and inspected in 1976 under permit number BLD 19760350. For this reason, the City is not requiring the removal of the rockery. However, under current City code, construction of rockeries is prohibited within the City of Edmonds under certain circumstances and in certain situations per Edmonds Community Development Code 18.40.020. There is also a 12' easement along the property frontage that states that no structures can be built within the easement. The City views rockeries as structures. Therefore, if any portion of the rockery is removed the rockery cannot be replaced in its same location. Page 2 of 4 14) The walkways are not consistent between the landscape plan and site plan and existing conditions. Please revise the plans accordingly. 15) Please note: additional comments not included in this review may be produced after reviewing the next submittal. TESC 1) Please show temporary erosion control measures where necessary. Since there is minimal land disturbance being conducted to the site, the City would approve a note to the plans that state `TESC will be installed as needed and according to the approved plans, City of Edmonds standard details, and all other measures that may be required during construction.' 2) Please reference the following details on the plans: a. Filter fence -per City standard detail ELL b. Construction entrance - per City standard detail E1.2. 3) Please provide the location of the temporary stockpile. Add a note that the stockpile is to be covered within 24 hours. 4) Please show and add a note to the plans that filter socks will be added to any catch basins downstream from the construction site. Incorporate and reference City standard detail E1.3. 5) Please add a note to the plans that all disturbed soils will be compost amended per BMP T5.13. WATER 1) As indicated by the Fire Department, a fire sprinkler system is required for this property. Typically if there is an existing water service line from the watermain to the meter, the water service line/meter will not be the appropriate size and a new tap will be required. The applicant will be required to pay for the new tap on the main and the new meter. a. Please add a note that a 1" meter is to be installed b. Show the water meter located in the right-of-way, such that the back of the meter is on the property line. The water meter shall not be located within the driveway. c. Please show a 1-1/2" water service line to be installed from the back of the meter to the house (as required for a combination fire and domestic service). d. Please label the pipe material and note tracer wire to be installed on the water service line. e. There is a possibility for the existing meter to be re -used if the fire sprinkler system design calculations allows for a 3/4" meter. If you would like to re -use the meter, please note as such on the plans and contact Karl Fitterer, Deputy Fire Marshal, kfitterernshouthsnofire.org for any additional requirements. 2) Please label the `City of Edmonds Water' to `water service line'. 3) Show that there is a minimum of 3' of horizontal separation between the water service and dry utilities (i.e. power, phone, gas, cable, etc.). 4) A minimum of 10' of horizontal separation is required between water and sewer lines. 5) Add a note to the plans indicating where the landscape irrigation backflow assembly will be located (if irrigation is proposed). Please note that the landscaping cannot be located within the 12' easement or the City right-of-way. 6) Please add a note to the plans that all final restoration with the City right-of-way shall be completed by the contractor not the City of Edmonds. SEWER Page 3 of 4 1) Show the entire sewer from the main line to the house. 2) Please revise the label the `City of Edmonds Sewer' to `side sewer' where the line is located on private property. Where the sewer is located within the right-of-way label the line as `sewer lateral'. 3) Label pipe material and size. The sewer lateral (from the main to the edge of easement shall be 6". Once on private property the sewer may reduce to 4". 4) Show a 6" cleanout at the edge of easement. Please add a note that the 6" cleanout at the property line shall have a 12" cast iron lamphole cover with hexbolts. 5) Show a cleanout located within 2' of the house, at any 90' bend, when there is less than 3' between two 45' bends, and when there is more than 100' between cleanouts. 6) Provide invert elevations at the main, the cleanout at the property line and at the house so that a minimum 2% slope and minimum 2' pipe coverage can be verified. If the slope of the pipe exceeds 20% the pipe will need to be anchored. — do you add if you know the line is 10' deep 7) If you intend to re -use the side sewer, please add a note that the existing side sewer will need to be TV'd by the contractor and video must be submitted to the City for review and approval to re -use. Please note that the sewer must meet current City standards to be re- used. 8) If the existing sewer lateral is proposed to be reused, the City's Public Works Department will need to TV the lateral to determine if it is acceptable to re -use. Add notes to the plans to contact Edmonds Public Works Sewer Division, 425-771-0235, to schedule inspection. 9) If a new sewer lateral is proposed and the connection will be core drilled, show the connection at the sewer main per City standards and with a Romac Inserta-tee. If the sewer connection will be cut in, please show a wye to be installed. DRY UTILITIES 1) Please add a note that all utilities must be placed underground. 2) Show all dry utilities and required utility separation. Please add a note that a minimum of 3' separation is required between the dry utilities (power, gas, phone, cable, etc.) and sewer, water, and storm and 5' from any City main lines. STORM 1) Please show all impervious surface areas on the plans consistent between the landscape plan and site plan (i.e. walkways). 2) Please label and show the roof line. 3) Please include the roof overhang in the new impervious surface calculations. 4) Please show and include the impervious area from the walkways in the new impervious surface calculations. 5) Show where the footing drains will discharge to.
