5/28/19 — This comment remains due to comments from the stormwater review by the City's
Stormwater Engineer.
12121118 Comment: If LID is to be installed as a requirement for stormwater mitigation, a
Stormwater Covenant is required to be recorded against the property based on the proposed
stormwater facilities for the project. Please complete the covenant, including notarization
and any required exhibits and submit to the city. Ensure the stormwater covenant meets
Snohomish County Record Drawing requirements. The document must be complete, but will
not be recorded prior to permit issuance. Prior to construction, final location of facilities
are to be verified (by field inspection and asbuilt) and then the covenant will be recorded.

7) 10/14/19 — Comment was addressed; however, in the legend it states that the Sandset
Pavers, Pervious pavers, concrete, and asphalt is to be completed by others. Please
remove the `by others' comments. This project should be designed for and constructed
as designed under this permit.
5/28/19 — Comment was partially addressed. `b' Below was not addressed. Please revise
the plans accordingly.
12121118 Comment: Per Snohomish County, it appears that the property adjacent to the
south property line is City right-of-way.
a. No retaining walls maybe permitted within the right-of-way.
b. At the location of the walkway and driveway, the area between the edge of asphalt
and the property line shall be asphalt. Once on private property the
driveway/walkway may be any hard surface.
c. Please revise the plans accordingly.
d. If you find documentation that states the property to the south is not City right-of-
way, please provide the information to the City.

10)10/14/19 — Comment was addressed; however, please label the bollards on the Civils.
5/28/19 — Comment was not addressed.
12121118 Comment: Show the proposed bollards for utility pole relocation.

12)10/14/19 - New Comment: Some Civil plan sheets (not all) and the Site Plan show a
retaining wall adjacent to the driveway. If there is a wall to be installed, provide top
and bottom of wall elevations to verify that there is not a surcharge on the wall. If
there is a surcharge on the wall, the wall will need to be engineered. As stated in a
previous review, no retaining walls are permitted within the right-of-way.
13)10/14/19 - New Comment: As changes are made to the plan sheet, please do not cloud
the Civils. This should only occur after the plans are issued and revisions occur.
14) Please note: additional comments not included in this review may be produced after
reviewing the next submittal.

6) 10/14/19 — Comment was addressed; however, the rim to invert does not allow for the
minimum of 2' of cover under drivable surfaces. Please revise the plans accordingly.
5/28/19 — Comment was addressed; however, the rim needs to be provided for CB requested
in comment 5 above.
12121118 Comment: Provide invert elevations for all pipes at catch basins and manholes.
Please note that a minimum of 2' of cover is required for all pipes located under driveable
surfaces and I 'of cover under landscape areas.

10) 10/14/19 — Comment was addressed; it appears that a pump is no longer going to be
installed. However, there are portions of the stormwater system that do not meet the
minimum requirements (V cover under landscape areas, 2' of cover under drivable
surfaces). Please revise the plans accordingly.
5/28/19 Comment: The plans state that a pump is to be installed. Please provide details of
the pump system consistent with the comments provided by the City's Stormwater Engineer,
Zachary Richardson.
