He is on board to do Lot 1, but he needs some information before he can get started on the site plan. I have hand -drawn a couple of our ideas, maybe this will help. We are wondering if we can consider driveway access from Meadowdale Rd. This is desirable because the topography on the North side of the lot is pretty level, making for much simpler driveway and garage engineering. There is another SFR with driveways coming off Meadowdale (opposite side of street) within 50-100 yards of where we would cut in our driveway. I think it would be good. Right turn out of the driveway in the morning to go East to work. Left turn coming home at night, and there would be very little traffic coming opposite way (East) in the evening. Drawing below includes a 10 foot setback from lot 2, and I'm thinking we can bring the building right up to the lot line on North side? I notice on the Lot 2 site plan their building is up to the line on the south side because there is green space there, not a neighboring SFR. There are a lot of variables that increase the time it takes to get through a submittal/review/resubmittal process and it definitely is a longer more complicated process since the property is located in the Earth Subsidence Hazard Area. I was not involved with the project during the review process but know that it was frustrating on both sides of the counter. I worked with them throughout the construction process and ultimately it went relatively smoothly. It would be very beneficial to anyone constructing on this site to find engineers and architects familiar with ESLHA permitting process. As far as the drainage issue, whoever is hired to do the civil engineering will have to design a system that will not burden any downstream system. I don't recall for sure but given the proximity to the public main outfall to the sound, it may be possible to direct discharge. This means that a detention system would not be required. A full downstream analysis would be required and I cannot by any means tell you whether it would be approved. The current condition of the plat vault is that it is filled with silt and sand as I recall so generally the runoff passes through much like a direct discharge. These are all possibilities that would need to be explored by the civil engineering for feasibility. Worst case scenario cost wise would probably be an underground detention system constructed on the site which the outflow then connects to the storm main located in the street in front of the property. This is a standard stormwater installation construction in the majority of homes over the last ten years, in other words, not a big deal. Please let me know if you have any further questions. This is very thorough, and the fees are reasonable. Just to clarify, 16007 is Lot 2 right? I know that was the most recent construction and the owners have complained to us about all the drainage work they had to deal with, and it took them 6 years to get permit. Can you help me understand a little better, if stormwater private vault is at capacity and a direct line to main is needed, what is the implication? A new detention pond required, then route direct to main? I have attached several other maps, one showing the prd construction plans, one showing the drainage installed when 16007 was developed for the slope to the east of the property. Some of this lies on the 16001 property, and an overall utility map of the area. Just fyi, there were some issues with the private detention vault being full to capacity back when 16007 was developed. Stormwater would require evaluation to determine if the connection should go through the vault or connect directly to the city main. It is possible that detention may be required. No infiltration of any kind is allowed in the ESLHA. It appears that stub outs were provided to the lot for water but the plans do not indicate that these connections up to the property line of 16001 were made for sewer and storm. Most of the time they are required with plat/prd construction but this was a while ago so no guarantees. Fees for connections are as follows: Water meter 1" meter $2970 Water connection fee %" $5050-(combo with 1" meter for fire sprinkling) Sewer connection fee $4417 Storm connection fee $799 Traffic Impact $1196.33 Park Impact $3000 something -have to ask the building division for exact number This is possibly an incomplete list but what was readily available in a quick overview of our files. I would strongly encourage anyone purchasing this property to come into our office and review the Lorian Woods PRD file from the Engineering Division and the Building Division file for the construction of the home at 16007.
