PUD POLE REPLACEMENT AND INSTALLATION OF ANTENNAS
LOCATED IN RIGHT-OF-WAY ADJACENT TO 23221 EDMONDS WAY
Dear Mr. McReynolds:
I have reviewed the above right-of-way construction permit application for the Planning Division,
and it was found that the following information, corrections, or clarifications will need to be
addressed before review can continue:
Pole Height:
1.Pursuant to ECDC 18.05.030.B.3 “A PUD transmission pole may be extended or
replaced with a new pole that is increased in height to allow one wireless carrier to mount
antennas on an existing structure. The new pole height may be increased by no more than the
sum of the height of the wireless antennas plus 15 feet of vertical separation from the power
lines. The 15-foot vertical separation is intended to allow wireless carriers to comply with
PUD requirements for separation between their transmission line and the carrier's antennas.
All other components of the wireless facility must comply with Chapter 20.50 ECDC, Wireless
Communications Facilities. PUD transmission poles are those poles which are carrying 50 kV
or greater power lines.”
The separation between the power lines and the proposed antennas is not provided on your
plans; however, it appears to be significantly over the maximum 15 feet allowed. Therefore,
please reduce the height of the proposed pole in order to comply with the above code
requirement and provide the elevations of the power lines, base of antennas, and top of pole in
order to confirm compliance with ECDC 18.05.030.B.3. Additionally, please confirm that only
one wireless carrier will utilize the pole as required by this code section.

Public MeetingPursuant to ECDC 18.05.030.B.5, “At least 10 days prior to installation of a

wireless facility on or atop a pole in a residential neighborhood, either the utility that owns the
pole or the utility installing the wireless facility shall host an informational meeting for all
property owners within 300 feet of the pole. Notice shall be provided in writing and deposited
in the U.S. mail, postage paid, five business days prior to the informational meeting. Failure to
provide the notice and/or host the informational meeting shall be a civil infraction punishable
by a fine of up to $250.00.”
Since the proposal is located adjacent to a multi-family residential zone, you must conduct an
informational meeting for the neighborhood. In order to verify compliance with this
requirement, please provide the City with a copy of the 300-foot adjacent property owners list,
mail the meeting notice to the City at the same time as the neighborhood notices are mailed out,
and provide the City with a copy of the meeting minutes. The City’s copy of the notice for the
public meeting should be addressed to Jen Machuga, Planner, City of Edmonds, 121 – 5th Ave.
N, Edmonds, WA 98020.
Transfer of Utility Lines:
3.Pursuant to ECDC 18.05.060, “When a pole, tower or other facility
is replaced, the owner of the facility shall have a reasonable amount of time, not to exceed 30
days, to coordinate transfer of all existing utility lines, transformers, and equipment to the new
pole. The owner of the facility shall provide written notice to transfer such utility lines,
transformers and equipment to the new pole to other utilities using the pole. Written notice
shall be provided to each utility utilizing the pole by placement in the U.S. mail, postage
prepaid, on or before the date the pole is to be replaced. The notice shall include the date of
pole replacement and the city's requirement that transfer of facilities be completed within 30
days. Failure to relocate a utility line, transformer or other equipment to the new facility within
30 days shall be a civil infraction punishable by a fine of up to $200.00 per day. Each and
every day which the utility fails to relocate its utility lines, transformers and/or equipment to
the new pole shall be a separate violation. Failure to provide written notice as provided above
shall be a civil violation punishable by a fine of up to $200.00. Each day on which notice is not
given after pole replacement shall be a separate violation.”
Please note that as required by the above code section, each utility utilizing the existing pole
must be notified of the pole replacement in writing and told that their utilities must be
transfered to the new pole withing 30 days.
Facility Type:
4.Please refer to the following definitions and indicate which type of wireless
facility is being proposed:
21.60.002 Macro facility.
Macro facility is an attached wireless communication facility which consists of antennas equal
to or less than 15 feet in height or a parabolic antenna up to one meter (39.37 inches) in
diameter and with an area not more than 100 square feet in the aggregate as viewed from any
one point.
21.60.004 Micro facility.
Micro facility is an attached wireless communication facility which consists of antennas equal
to or less than four feet in height (except omni-directional antennas which may be up to six feet
in height) and with an area of not more than 580 square inches in the aggregate (e.g., one-foot
diameter parabola or two-foot by one and one-half-foot panel) as viewed from any one point.
The permitted antenna height includes the wireless communication facility support structure
(see Title 22, Plate 1).
21.60.006 Mini facility.
Mini facility is an attached wireless communication facility which consists of antennas equal to
or less than 10 feet in height or a parabolic antenna up to one meter (39.37 inches) in diameter
and with an area not more than 50 square feet in the aggregate as viewed from any one point.
After determining which type of facility you are proposing, please refer to ECDC 20.50.010
through 20.50.030 for the development standards for each type of facility and show how your
proposal complies with each of the applicable development standards.
Antenna Details:
5.Please provide panel details of the proposed antennas. These details must
be drawn to scale and must show the dimensions of the proposed antennas. The details should
include a bird’s eye view of the antennas as well as a side view.
Snohomish County Approval:
6.The private property on which all improvements (other than
the PUD replacement pole and new antennas) are proposed is located outside of the City of
Edmonds limits, as the property addressed 23221 Edmonds Way is located within
unincorporated Snohomish County. Please note that you will need to obtain any necessary
permits or approvals from Snohomish County for all improvements proposed on the private

property or within the County’s right-of-way (232 Place Southwest).
Please provide a written response to all of the above items. Some of the items may also require
submittal of new or updated plans. All submittals should be made to Jeanie McConnell, Engineering
Program Manager, Monday through Friday, between 8:00 am and 4:30 pm. If you have any
