Please submit three (3) sets of revised plans/documents with a written response to each of the items below to an Engineering Technician. 1.Please provide an explanation of intent for constructing the retaining walls in the alley. 2.Retaining walls 4’ to 8’ in height must be designed and stamped by a WA State licensed Engineer. Design calculations shall be submitted with the plans, stamped by the Engineer of record. If retaining walls are to be less than 4’ in height then at a minimum you will need to submit a detail for construction of the retaining wall, including drainage. You will also need to show on the site plan the point of outfall for the retaining wall drainage. Please refer to City of Edmonds standard detail E8.12 Modular Block Walls for more information. 3.Please revise the site plan and section view to show the limits of paving in the alley to the east of the proposed upper retaining wall. If the paved surface is located within 6’ of the proposed wall (this distance based on the height of the wall being 6’) then it will need to be designed by a licensed engineer to support a surcharge. Design and calcs would need to be submitted to the City and would be sent out for peer review. Please refer to City standard detail E8.12.1 Surcharge for more information on surcharges. 4.The width of the alley is 15’. The proposed encroachment into the alley will only be considered at half the width of the alley. The site plan submitted with this application shows an encroachment into the alley of 9’ 6”. Please revise the plans to reflect a retaining wall encroachment of no more 7’ 6” or consult with the neighbor and have them apply for an encroachment permit for the portion of the wall that crosses the north half of the alley. 5.The site plan submitted showing the encroachment will be Exhibit “B” of the encroachment agreement. The cross section of the retaining walls will also be considered Exhibit “B”. Both of these documents will be recorded at Snohomish County and must meet County recording requirements. Please revise as follows: Provide 1” margins o Clearly indicate area of encroachment on the site plan o DATE MAILED 8/14/07 PAGE 1 of 2 6.Please revise the extents of the “existing alley” as shown in the section view. The alley right-of-way technically extends from east to west along the entire property line. I believe the intent here was just to show the limits of the existing developed alley. Please revise accordingly. 7.The encroachment permit application states under description of encroachment: Two retaining walls across vacated alley. It is my understanding that this alley is not vacated, but simply undeveloped. I will revise the application accordingly. 8.The encroachment permit agreement also states vacated alley. I will ask that you revise this page of the agreement to reflect undeveloped alley versus vacated and also ask the you provide a more detailed description of the encroachment. The description of encroachment should include how many feet into the alley the retaining walls are encroaching as well as the height of the walls. Please contact me at 425-771-0220 if you have specific questions regarding these plan corrections. I will thth be out of the office beginning August 20 and will return September 6. In my absence you may contact Jaime Hawkins at the same number. DATE MAILED 8/14/07 PAGE 2 of 2
