Thank you for submitting an engineering right of way permit application for a

at (. I have reviewed the above permit application
for the Planning Division and it was found that the following information, corrections, or
clarifications will need to be addressed before the Planning Division review can continue.
1.
The design standards in ECDC 18.05.030 require the conduit to be a color closely matching
the pole – please confirm that the conduit can be painted brown to match the wood pole.
2.
Please verify the height limitations found in ECDC 18.05.030, below – the plans submitted
are 8.5x11 and dimensions are difficult to read. Please redline or confirm all dimensions
required to be shown.
A PUD transmission pole may be extended or replaced with a new pole that is increased in
height to allow one wireless carrier to mount antennas on an existing structure. The new pole
height may be increased by no more than the sum of the height of the wireless antennas plus 15
feet of vertical separation from the power lines. The 15-foot vertical separation is intended to
allow wireless carriers to comply with PUD requirements for separation between their
transmission line and the carrier’s antennas. All other components of the wireless facility must
comply with Chapter 20.50 ECDC, Wireless Communications Facilities. PUD transmission poles
are those poles which are carrying 50 kV or greater power lines.
3.
Pursuant to ECDC 20.50.010.F, wireless providers shall be separated by a distance equal or
greater than 1,320 linear feet from other micro facilities of the same wireless provider.
Please provide a vicinity map showing how you comply with this requirement.
4.
Please verify that the equipment shelter shown on the plans submitted for the right of way
permit are not part of this review. If they are, please file a building permit application with
a Development Services “permit coordinator.” If they are not part of this permit
application, please redline plans to reflect this.

Please host the required community informational meeting for owners within 300 feet of the
pole and send a copy of your invitation to my attention for the file. Please note any concerns
or issues that come up at the meeting and summarize them briefly. If you are able to make
changes based on the feedback you receive at the community meeting, please do so and
redline your plans or submit new pages for review. Pursuant to ECDC 18.05.030.B.5: “At
least 10 days prior to installation of a wireless facility on or atop a pole in a residential
neighborhood, either the utility that owns the pole or the utility installing the wireless facility
shall host an informational meeting for all property owners within 300 feet of the pole.
Notice shall be provided in writing and deposited in the U.S. mail, postage paid, five
business days prior to the informational meeting. Failure to provide the notice and/or host
the informational meeting shall be a civil infraction punishable by a fine of up to $250.00.”
