Please submit three (3) sets of revised plans/documents with a written response to each of the items belowto a permit coordinator. nd Resubmittals can be made at the Development Services Department on the 2floor of City Hall. Permit Center hours are M, T, Th & F from 8am-4:30pm. The Permit Center is closed on Wednesdays. City of Edmonds handouts, standard details and development code can be referenced on the City website. Review 1 –July 10, 2015 Review 2 –September 17, 2015 9/17/2015 –TheCBLprovided in the responsecomments is not for Greenshield Systems. 1. Please update accordingly. 7/10/2015 -The application form did not include a state contractor’slicense or city business license number. In speaking with the City Clerks office, it appears as though the contractor does not have a current City business license. Please refer to the Business Licensesection of the City website. 9/17/2015 –Thank you for including the constructionsequence in figure 2, however, this 2. informationneeds to be provided on the construction plan set that is not bound in the drainage study. 7/10/2015 -Provide construction sequence–refer to sample languageon the City website. 9/17/2015 –Thank you for including aTESC plan as figure 3, however, this information 3. needs to be provided on the construction plan set that is not bound in the drainage study. 7/10/2015 -Provide a temporary erosion control plan. 9/17/2015 – 4. Thank you for showing theeasement and sanitary sewer main on Figure 4. This a. informationis also to be provided on theplan set that is not bound in thedrainage study. Comment b. below has not been addressed.An email was sent to the applicant on b. 9/14/2015 indicating an encroachment permit is in fact a requirement of this permit approval, however, the City would find it acceptable to condition the permit to require recording of the agreement prior to final construction approval. 7/10/2015 -A City of Edmonds owned sanitary sewer main runs through the playfieldin Easement AFN1975576. The sanitary sewer line is shown on page 12 of thedrainage report. a.Please show the easement and sanitary sewer main on Sheet C-3, Grading and TESC Plan. b.Documentation is required to acknowledge that improvements installed within the easement area are the ownership and maintenance responsibility of the School District. In addition, should the City need to replace the sanitary sewer main, repair/replacement of the drainage system would be the responsibility of the School District. Unless you have specific instrument to accomplish this, an encroachment permit application agreement could be submitted to the City for review and approval. Please refer to City handout E26. 9/17/2015–Per the City’s request in the July 10, 2015 comments, a quantitative 5. downstream analysis has been performed to assess the effect of the project on the capacity of the City’s storm drainage system downstream of the proposed improvements.Appendix D to the aforementioned document contains that analysis. a.The analysis assumes “Existing drain slope of 2%.”The source of this assumption is not, but should be explained. b.The hydrologic modeling assumes soils are Group B.The Snohomish County soil survey as well as he SvR report in Appendix III call out HSG Group C.Re-model using HSG C. 7/10/2015 -The following comments are provided by Jerry Shuster, Stormwater Engineer. If you have specific questions regarding these comments, please contact Jerry at 425-771-0220 or by email at jerry.shuster@edmondswa.gov a.Pleaseconfirm the proposed project will have less than 7,000sf of land disturbing activity. b.The calculated storm flow increases are stated to be between 24%-57% depending on the storm. The Drainage Study indicates the onsite stormwater management system can handle the flow increase, however, an increase in flow to the City system has not been analyzed. Please provide an analysis. c.Table 3-12 in the report is titled “Existing Condition Results”. Please revise to say “Proposed Condition Results”. Page 2of 2
