December 9, 2015–Thank you for submitting an encroachment permit application. I
4.
have reviewed the applicationand found that the recording documents are not in
compliance with Snohomish County recording requirements. Please ensure all documents
meet their requirements or they will berejected by theCounty at the time of recording
and additional charges will be incurred. I have noted at least the followingwhich needs to
be correctedandwas included in the documentationprovided with theencroachment
permit handout:
a.All documents shallbe completedin black ink.The encroachment agreement was
signed in blue ink.
b.All documents shall have a minimum 1”margin. Exhibits A & B do not meet this
requirement.
c.All documents shall have a font no less than 8pt.Exhibits A & B do not meet this
requirement.
As noted inthe encroachmentagreement, Exhibit B is to be a partial site plan scaled
1”=20’and showing thelocation of theencroachment. Revising Exhibit B as such will help
meet Snohomish County recording requirements for margins and font size.

a.Thank you for showing the easement and sanitary sewer main on Figure 4. This
information is also to be provided on the plan set that is not bound in the drainage study.
b.Comment b. below has not been addressed. An email was sent to the applicant on
9/14/2015 indicating an encroachment permit is in fact a requirement of this permit
approval, however, the City would find it acceptable to condition the permit to require
recording of the agreement prior to final construction approval.
7/10/2015 -A City of Edmonds owned sanitary sewer main runs through the playfieldin
Easement AFN1975576. The sanitary sewer line is shown on page 12 of thedrainage report.
a.Please show the easement and sanitary sewer main on Sheet C-3, Grading and TESC
Plan.
b.Documentation is required to acknowledge that improvements installed within the
easement area are the ownership and maintenance responsibility of the School District.
In addition, should the City need to replace the sanitary sewer main, repair/replacement
ofthe drainage system would be the responsibility of the School District. Unless you
have specific instrument to accomplish this, an encroachment permit application
agreement could be submitted to the City for review and approval. Please refer to City
handout E26.
