Your original comment letter is enclosed for reference. 1. The CBL provided in the response comments is not for Greenshield Systems. Please updated accordingly. Response: Greenshield Systems business license is NR -021698. 2. Thank you for including the construction sequence in figure 2, however, this information needs to be provided on the construction plan set that is not bound in the drainage study Response: Per email correspondence from Jeanie MConnell, City of Edmonds, dated October 14, 2015, a construction plan set is not required and that the included figures in Appendix A are adequate for this project. Comment has been retracted. 3. Thank you for including a TESC plan as figure 3; however this information needs to be provided on the construction plan set that is not bound in the drainage study. Comment has been retracted. 4. [There are two parts to this comment as follows] a. Thank you for showing the easement and sanitary sewer main on Figure 4. This information is also to be provided on the plan set that is not bound in the drainage study. Comment has been retracted. b. Comment b, below has not been addressed. An email was sent to the applicant on 9/14/2015 indicating an encroachment permit is in fact a requirement of this Ms. Jeanie McConnell November 17, 2015 Page 2 permit approval, however, the City would find it acceptable to condition the permit to require recording of the agreement prior to final construction approval. Response: Encroachment permit application has been submitted with this comment response. 5. Per the City's request in the July 10, 2015 comments a quantitative downstream analysis has been performed to assess the effect of the project on the capacity of the City's storm drainage system downstream of the proposed improvements. Appendix D to the aforementioned document contains that analysis. a. The analysis assumes "Existing drain slope of 2%." The source of this assumption is not, but should be explained. Response: The report indicates that 2% is a conservative assumption. Per the October 14, 2015 email from Jeanie McConnell, Jerry Shuster noted that "Other than a survey, the only other way to do it is to go to the online GIS, get information on the inverts of each manhole/catch basin (assume pipe in and out is at the that invert). This number is a measure down from the rim to invert. Look at the contour layer and approximate an elevation for each invert. With this information and the measure length of each pipe, they can get an approximate slope for each." Utilizing this methodology the existing pipe slope is actually 4%. A slope of 2% has been used to be additionally conservative. b. The hydrologic modeling assumes soils are Group B. The Snohomish County soil survey as well as SvR report in Appendix III call out HSG Group C. Re -model using HSG C. Response: Flows have been modeled using HSG C.
