SIGNATURE e" Contractor or Agent DATE 7/5/17 NO WORK SHALL BEGIN PRIOR TO PERMIT ISSUANCE July 5, 2017 City of Edmonds 1215th Avenue North Edmonds, Washington 98020 Re: Right -of -Way Construction Permit Application City of Edmonds Civic Center Playfield Improvements Project Edmonds, Washington Dear Permitting Staff: Landau Associates is requesting review and approval of the attached right-of-way (ROW) permit application and traffic control plan for the City of Edmonds' proposed Civic Center Playfield Improvements Project. We plan to advance three shallow auger borings at the locations shown on the attached figures to evaluate the subsurface conditions along the project alignment. We have tentatively scheduled drilling for July 19, 2016. Drilling will occur between approximately 8:00 AM and 5:00 PM. We have included Google Earth figures showing the approximate work locations. The actual locations of the borings may vary somewhat as their final positions will be determined based on underground utility checks, which will be conducted prior to drilling. A track -mounted hollow -stem auger will occupy each of the work locations for approximately 1 to 2 hours. State licensed traffic control flaggers and devices will be provided when the drilling activities impact traffic. Traffic control devices will include standard "Road Work Ahead," "One Lane Closed," and "Flaggers Ahead" signage; traffic channelization cones; and other traffic control devices, as appropriate. The borings will be located in the paved roadway area or in the adjacent parking strip. Only one lane or the associated parking strip will be closed in the work area, with alternating, one-way traffic being coordinated by the flaggers. See the attached traffic control plan for details. Three monitoring wells are planned to be constructed at the boring locations. Monitoring wells will be constructed per the attached typical monitoring well construction detail. Hard surficial materials (i.e., asphalt or concrete) will be cut with a 12 -inch diameter coring machine to allow for drill cuttings to exit the approximately 6 -inch diameter boring while minimizing potential damage to surrounding pavement. In locations without monitoring wells, rapid -set concrete will be used as a patch. Excess soils will be hauled away and properly disposed of :osite. While we cannot precisely determine boring locations at the time of ROW application, we will ke every effort to avoid locating borings in the traffic wheel paths. We will have an emergency spill kit available during the drilling activities in the unlikely event of a petroleum leak or spill.
