During review of the above noted application, it was found that the following information, corrections, or clarifications are needed. Please submit revised plans/documents including a written response to each item below. Resubmittals can be made at the Development Services Department on the 2nd floor of City Hall. Permit Center hours are M, T, Th & F from 8am-4:30pm and on Wednesdays from 8:30am-noon. City of Edmonds handouts, standard details, application and other forms, and development code may be referenced on the City website: www.edmondswa.gov under Services/Permits and Development. GENF,R A L 1) Submit ROW Permit Application form. 2) Include General Construction Notes. Refer to sample on City website. 3) Please replace all City Standard Details with the new standard details that will be included in the email. 4) A Stormwater Covenant is required to be recorded against the property based on the proposed stormwater facilities for the project. Please complete the covenant, including notarization and any required exhibits and submit to the city. Ensure the stormwater covenant meets Snohomish County Record Drawing requirements. The document must be complete, but will not be recorded prior to permit issuance. Prior to construction, final location of facilities are to be verified (by field inspection and asbuilt) and then the covenant will be recorded. 5) Show all private easement information within the plan sets. Note AFN's for existing easements and/or recording documents for proposed easements as applicable. 6) Consistent with Edmonds Community Development Code 18.80.060, driveway slopes shall not exceed 14% slope. Please indicate this requirement on the plans. 7) 232nd St SW is scheduled to be overlayed this year (2018). The City typically does not allow for cuts to occur within the first year of an overlayed streets. Please note that if the road is cut into disruption fees shall apply to cuts made in streets that have been overlaid within the last 5-years as well as a requirement to grind an overlay a portion of the right-of- way. The fee to cut into a street was overlaid within the last year has a multiplier of 5 times the fee. A street overlaid within the last 2 years has a multiplier of 4 times the fee, and so forth. Please clearly show any asphalt cuts (remember to consider the dry utilities as well, gas, cable, phone, power, etc.). 8) Utility patches shall be combined and full width or half width overlay will be required depending on the extent of disturbance. Where utility patches fall entirely within one travel lane, the overlay shall extend to the centerline of roadway. Where utility patches extend into both travel lanes then a full width overlay is required. SHEET 1 of 1 — SITE/PLOT PLAN 1) As changes are made to the Civil plan sheets, please revise this sheet accordingly. SHEET 1 OF 4 — GRADING AND TESC PLAN 2) Please reference the silt fence City standard detail E1.1 and the plan sheet it is located on. 3) Show reference the construction entrance City standard detail E1.2 and the plan sheet it is located on. 4) Orange protective barrier fencing shall be placed around areas proposed for low impact development techniques, such as rain gardens, infiltration systems, etc., to protect the area from compaction. Please revise the plans accordingly. 5) Please provide the location of the temporary stockpile. Add a note that the stockpile is to be covered within 24 hours. 6) Please remove note 41 under `ESC General Notes'. This permit application is for a single family residence. 7) It is unclear what note #5 under `Contractor Notes' is referring to since this permit is for a single family residence and therefore, the house is not for reference. Please revise the plans accordingly. SHEET 2 OF 4 — GRADING AND TESC NOTES AND DETAILS 1) It appears that the `General Notes' may have been written for a different project. Please revise the plans accordingly. 2) Please revise the standard details as stated under the general comments. SHEET 3 OF 4 — ROAD AND DRAINAGE PLAN 1) It appears from multiple site visits that the gravel road was recently added (in the last few months). Gravel is considered an impervious surface. Please include this area in the impervious surface calculations. Page 2 of 4 2) Please provide a copy of the easement that allows the south neighbor to use your driveway to access their home from 232nd St. 3) The plans show that the new driveway is to be installed on the neighboring property. Please provide a copy of the recorded easement (AFN 2158904) to show that this can occur. 4) There shall be a minimum of 2'separation from the driveway and the utility pole. Please revise the plans accordingly. 5) Please show where the footing drains will discharge. Typically the footing drains do not discharge to the stormwater management system unless the engineer of record has designed for it. 6) Impervious Areas chart: Provide a breakdown for all the impervious surfaces. SHEET 4 OF 4 — ROAD/DRAINAGE PROFILE & DETAILS 1) It appears that note #3 of the `Contractor Responsibility & Notes' may have been written for a different project. Please revise the plans accordingly. SHEET Ul OF 1 — WATER AND SEWER PLAN WATER 1) As indicated by the Fire Department, a fire sprinkler system is required for this property. Please check with Olympic View Water and Sewer District, to determine if the water line from the main to the meter is appropriately sized. Please revise plans to include the following: a. Please add a note that a 1" meter is to be installed b. Please show a 1-1/2" water service line to be installed from the back of the meter to the house (as required for a combination fire and domestic service). c. Please label the pipe material and note tracer wire to be installed on the water service line. d. Please revise the construction notes accordingly. 2) Please note that there is a minimum of 3' of horizontal separation between the water service and dry utilities (i.e. power, phone, gas, cable, etc.). 3) Please note that there is a minimum of 10' of horizontal separation required between water and sewer lines. 4) Add a note to the plans indicating where the landscape irrigation backflow assembly will be located (if one is proposed). Page 3 of 4 5) Please add a note to the plans that all final restoration shall be completed by the contractor not the City of Edmonds. SEWER 1) Provide invert elevations at the cleanout at the property line and at the house so that a minimum 2% slope and minimum 2' pipe coverage can be verified. If the slope of the pipe exceeds 20% the pipe will need to be anchored. DRY UTILITIES 1) Show all dry utilities and required utility separation. Please add a note that a minimum of 3' separation is required between the dry utilities (power, gas, phone, cable, etc.) and sewer, water, and storm and 5' from any City main lines. Review Comments: 1 General: It appears that the new gravel surface shown as "existing gravel driveway" is recently added, unpermitted, and unmitigated pollution generating impervious surface which was added in preparation or anticipation of the current proposal and must, therefore, be considered new pollution generating impervious surfacing. Update drainage design and documents as needed to address additional surface. - -� q4 Page 1 of 2 2. Drainage Report: Revise trench sizing until 100% infiltration is achieved. 3. Civil Sheet 1: Show the limits of fencing for protection of infiltration areas; it is not clear that protecting the infiltration areas (including driveway surface) is going to be very feasible. a. If protection is not feasible, add additional notes directing contractor to over excavate and obtain geotechnical approval prior to placing any subgrade materials for any infiltration facility. 4. Civil Sheet 1: Add a callout to install inlet protection at next downstream CB and add additional TESC note: City Required Note: The downstream public system is an infiltration system which is sensitive to added amounts of sediment. Contractor may be required to clean and/or restore entire infiltration system if sediment laden runoff is allowed to flow into the system or reduce the ability of the system to infiltrate runoff. Contractor is responsible for documenting the existing condition prior to construction activity in order to assess the projects impacts on any concerns that may arise in during construction. 5. Civil Sheet 3: Revise plan sheet, and corresponding details, as needed to make the proposed pervious pavements consistent with Edmonds Checklist #11 (attached) a. Identify, callout, and provide details for check -damns; required over 3%. b. Address trench migration concerns for the utility crossings within infiltration areas (dry utility and storm drain in pervious loop). c. Revise detail to provide minimum 3" choker course and 5" resort course. d. Include dimension and callout for minimum 1' to till/groundwater layer. 6. Civil Sheet 3: Include elevations for the top and bottom of rock in each trench. 7. Civil Sheet 3: Show and callout the observation wells in plan view. 8. Civil Sheet 3: Identify and/or provide details of the type of catch basin proposed; yard drains and alternatives are permitted, but drains which outlet to the infiltration facility must have a minimum sump of 2' (between invert out and bottom of structure). 9.
