During review of the above noted application, it was found that the following information, corrections, or clarifications are needed. Please submit revised plans/documents including a written response to each item below. Resubmittals can be made at the Development Services Department on the 2nd floor of City Hall. Permit Center hours are M, T, Th & F from 8am-4:30pm and on Wednesdays from 8:30am-noon. City of Edmonds handouts, standard details, application and other forms, and development code may be referenced on the City website: www.edmondswa.gov under Services/Permits and Development. 1st Review - 4/25/18 2nd Review - 6/13/18 GENERAL 1) 6/13/18 — Comment was addressed; however the application was not signed by the contractor. This will need to occur prior to the release of the right-of-way permit. 4/25/18 Comment: Submit ROW Permit Application form. 2) OK 3) OK 4) OK 5) 6/13/18 — Comment was addressed; however, the location of the easement do not seem to be accurate. See comment below. 4/25/18 Comment: Show all private easement information within the plan sets. Note AFN's for existing easements and/or recording documents for proposed easements as applicable. 6) OK 7) 6/13/18 — Leaving this note for reference as changes are made to the plans. 232nd St SW is scheduled to be overlayed this year (2018). The City typically does not allow for cuts to occur within the first year of an overlayed streets. Please note that if the road is cut into disruption fees shall apply to cuts made in streets that have been overlaid within the last 5-years as well as a requirement to grind an overlay a portion of the right-of- way. The fee to cut into a street was overlaid within the last year has a multiplier of 5 times the fee. A street overlaid within the last 2 years has a multiplier of 4 times the fee, and so forth. Please clearly show any asphalt cuts (remember to consider the dry utilities as well, gas, cable, phone, power, etc.). 8) OK 6/13/18 — New Comment 9) A traffic impact sheet was provided; however, the 2nd page seems to be missing. Please provide the 2nd page. SHEET 1 of 1— SITE/PLOT PLAN 1) As changes are made to the Civil plan sheets, please revise this sheet accordingly. Also, the copy of the easement provided is illegible. Please provide documentation that shows that the south property has approval to use the subject site to access their property. 4/25/18 Comment: Please provide a copy of the easement that allows the south neighbor to use your driveway to access their home from 232" d St. 3) 6/13/18 — Comment was addressed; however it appears from the title report that the subject site does not have approval to utilize any portion of the south property. Please provide documentation that shows that the new driveway can be installed on the neighboring property. 4/25/18 Comment: The plans show that the new driveway is to be installed on the neighboring property. Please provide a copy of the recorded easement (AFN 2158904) to show that this can occur. 4) OK 5) 6/13/18 — Comment was addressed; however, additional information is needed. a. Please show/address that the daylighting will not affect neighboring structures. b. Please show a splash pad. 4/25/18 Comment: Please show where the footing drains will discharge. The pipe material and tracer wire was not noted on the plans. Please revise the plans accordingly 4/25/18 Comment: As indicated by the Fire Department, a fire sprinkler system is required for this property. Please check with Olympic View Water and Sewer District, to determine if the water line from the main to the meter is appropriately sized. Please revise plans to include the following: a. Please add a note that a 1" meter is to be installed b. Please show a 1-1/2" water service line to be installed from the back of the meter to the house (as required for a combination fire and domestic service). c. Please label the pipe material and note tracer wire to be installed on the water service line. d. Review Comments: General: It appears that the new gravel surface shown as "existing gravel driveway" is recently added, unpermitted, and unmitigated pollution generating impervious surface which was added in preparation or anticipation of the current proposal and must, therefore, be considered new pollution generating impervious surfacing. Update drainage design and documents as needed to address additional surface. Update: Surface added and noted as `Basin B'; however they are not adequately mitigated under MR #5. a. It is unclear why infiltration/permeable pavement were determined infeasible for Basin B; impacts from the "new" driveway may not be considered as an infeasibility criteria and geotechnical information supporting/finding compacted soils in the vicinity of the existing driveways would be required to show impacts of adjacent driveways. Update plan and report as needed. b. ECDC 18.30.060.D.5.d added detention as a potential BMP for MR #5, but detention does not seem considered. Update plans and report as needed. i. Note that the City storm system in this vicinity utilizes infiltration for discharge, infiltration shall serve as an adequate discharge for a detention system (ie. the system becomes an infiltration tank). The project may also expand the Basin A facility to mitigate for these Page 1 of 2 surfaces (provided that the impervious surfaces are fully infiltrated). The infeasibility criteria pertaining to an adequate discharge system shall not be applicable for this site unless infiltration is shown to be infeasible for this basin. 2. No further action. 3.
