Dear City of Edmonds,
Thank you for your 3rd Review of our site and civil plans for the Nyland Apartments. The following is our
response to your comments. Updated plans have been resubmitted with the response letter.

GENERAL
1. See attached revised Bond Quantity Worksheet.
5. See revised Traffic Control Plans
8. We are near final approval by OVWSD. Final approval is pending final signed water easements.
We are working on the easement descriptions now.
Other: We are also working on the easement descriptions for the final stormwater easement
with the neighbor to the north.
C1.1— Paving Plan
32. At this time, we have not received any other concrete block wall comments from the Building
Division. We assume our block wall design is approved.
C1.2 — 244`�' Street Access
40. We have revised our water design to move the fire hydrant to the east side of the access aisle.
This omits the requirement to rebuild the existing rockery. My plan calls for the removal of 1
landscape rock immediately north of the sidewalk / new driveway. The rest of the existing
rockery slopes up to the north at approximately 2H:1V.
48. We made recent contact with Ryan Hague at the City. His email (Mar 28, 2018) says to plan for
the road being overlayed by the first week of July. I could happen at a later date depending on
the City schedule. If we can get our permits soon, then we should have no problem meeting
that deadline.
49. City Std. Dtls. E2.3, E2.4, E2.8, E2.13 and E4.5 have been added to the plans.

C2.1 - Erosion Control
Additional silt fence has been added east of the sediment pond.
C3.1 - Grading and Drainage Plan
71. At this time, we have not received any other concrete block wall comments from the Building
Division. We assume our block wall design is approved.
C5.1 - 244t' Street Improvements
I've moved the water meters and fire hydrants out of the right-of-way and future 7' sidewalk. We have
also omitted the concrete thrust blocks against the existing 12" water main.
TRANSPORTATION ENGINEER COMMENTS - 3�D REVIEW

1. We had previously submitted Form E82 Transportation Impact Analysis per the Architect.
2. Our auto turnaround movements are fine as they are per the Architect.
STORMWATER ENGINEER COMMENTS - 3RD REVIEW

1. We are also working on the easement descriptions for the final stormwater easement with the
neighbor to the north. CB inlet protection added to the CB in 242"d Street SW.
5. After further review of the calculations, I've increased the orifice sizes on the control structure
using WWHM. This allowed me to reduce the modeled facility tank length to 120 If and still
more than meet the allowable discharge thresholds for the 10-year and 100-year storm events.
WWHM appears to not recognize the exclusion of the 6" dead storage in the bottom of the tank
which led to the discrepancy. I am proposing the matching 120 If tank lengths to match the
model with additional live -storage provided by the 4 manholes.
10. I've created a separate linetype for the retaining wall footing drains. There were also 2 slotted
pipes in the storm table that were erroneous and have been omitted.
FIRE COMMENTS

Sheet C4.1:
1. DCDA is located downstream from a private hydrant. Relocate and call out location and provide if this
DCDA is utilized by both the Apartment project and the adjoining strip mall project. The onsite fire
hydrant will be owned and maintained by OVWSD. The District has approved this design.
2. Call out fire department connection detail. FDCs shall have a 4" storz adapter with a 30 degree
downturn and other requirements of the Fire Code Official. See Fire Dept Connection notes on Sht.

3. C3.2 Profile — Bio retention/Detention System. Call out "This Detention system design complies with
the Fire Marshal's requirement of. GVW of 75,000 lbs. and point load of 45,000 lbs. on a 24"x24"jack
pad". Note added to Detail 1/C6.2. Sheet stamped and signed by me.
4. Provide an Olympic View Water, DCDA vault detail with the plan set. Details added on Sheet C6.3.
