Please redline plans or submit two (2) sets of revised plans/documents with a written response to each of the items below to an engineering technician. Resubmittals can be made at the Development Services Department on the 2nd floor of City Hall. Permit Center hours are M, T, Th & F from 8am-4:30pm and on Wednesdays from 8:30am-noon. City of Edmonds handouts, standard details and development code can be referenced on the City website. GENFRAL 1. Please provide an itemized engineers cost estimate for both on -site and off -site (right-of-way) improvements, including all utilities & traffic control. Use the King County Site Improvement Bond Quantity Worksheet and utilize the "write-in" sections where appropriate. • At a minimum, a bond is required to be placed for all erosion control measures and right-of- way improvements. If you intend to post a bond in order to record the subdivision and ahead of constructing the required improvements, the bond amount shall be based on the entire scope of the project. The amount of the bond will be based on 120% of the City approved estimate. The City will inform you of the appropriate bond amount after review of the cost estimate. Please obtain the appropriate subdivision improvement bond forms from the City — available on the City website. Inspection fees for this project will be calculated at 3.3% of the 100% City approved estimate for all improvements. 2. Please add a note to the plans that a grind and overlay will be occurring spring or summer of 2019 on Viewland Way. All pavement cuts are required to be completed prior to the overaly. Coordinate work with the developer at 1135 Viewland Way. 3. On Olympic Ave, utility patches shall be combined and full width or half width overlay will be required depending on the extent of disturbance. Where utility patches fall entirely within one travel lane, the overlay shall extend to the centerline of roadway. Where utility patches extend into both travel lanes then a full width overlay is required. Revise plans as needed and note this requirement on the plans. 4. Where plan corrections affect multiple plan sheets, please update all. Sheet 1 of 10 — COVER SHEET No Comments Sheet 2 of 10 — GENERAL NOTES & LEGEND No Comments Sheet 3 of 10 — EXISTING CONDITIONS MAP 1. There was a comment that invert elevations could not be verified due to a structure being full of water. There was likely a plastic rain cap in the manhole. It appears that there are invert elevations provided on sheet 7, please update either or both sheets with the correct invert elevations. Sheet 4 of 10 — CLEARING, GRADING, & TESC PLAN 1. Will a chain link fence be installed during construction? If so, please show location of fencing on private property. Sidewalk along Olympic Ave property frontage shall remain open except as needed to perform specific activities such as sidewalk replacement and utility connections. 2. Show job shack location, if any. 3. Tree protection measures are to be shown on this plan. Where trees are to be maintained barrier fencing shall be placed at the drip line of the tree in order to protect the root system. 4. A rock construction entrance has been shown in the location of the existing driveway. Is it possible to retain a portion of the existing driveway during construction (at least the approach)? If so, please indicate as such on the plans and revise the location of the rock construction entrance as needed. Rock construction entrance shall be provided per City standards. 5. Show stockpile location and indicate requirements to keep it covered. Sheet 5 of 10 — ALIGNMENT PLAN 1. Please add the word `wide' to `5' concrete sidewalk'. 2. It is unclear what the note `existing asphalt to be removed east of sawcut line' is referring to. Please clarify and/or revise the plans accordingly. 3. Please add dimensions to the sidewalk panels (since some ramp lengths will be 15' in length). 4. Please show the existing sidewalk on Olympic Ave to be replaced (it does not meet ADA standards). The sidewalk may be replaced with asphalt or concrete. Page 2 of 4 5. During a field visit it was determined that when the sidewalk is replaced the curb will also need to be replaced. Please show curb/gutter being installed; such that there is 10' lane width from center of road to face of gutter. This will create a slight shift of the sidewalk to the east. Clearly show transitions and new alignment. 6. Detail A: a. Due to slope conditions of the existing roadway, a perpendicular ramp would be a better fit than a parallel ramp. This would allow for a landing behind the sidewalk that does not exceed a 2% slope in all directions. The current proposal creates a potential uneven driving surface with the proposed slope of the curb/gutter and does not fit well with the existing conditions. b. Revise the gutter slope to match the road grade. c. Revise the elevations such that the surface water runoff discharges toward the street. Currently some of the elevations on the plans show water flowing towards the back of sidewalk. d. Please revise the slopes such that the cross slope does not exceed 1.5% (there just needs to be a slope for surface water runoff and the 2% is the max). It is hard for contractors to install the sidewalk at 2% and not exceed it. e. Please revise the crosswalk sidewalk note to `The crosswalk will be restriped as required by the City of Edmonds.' 7. Viewland Way Detail: a. The width of Viewland Way right-of-way is 42'. b. There is not a 10' dedication required. c. Sidewalks and curb/gutters shall be placed allowing a minimum I I' drive lane width measured from the center of existing paved road to the face of gutter. d. Please revise the above items accordingly. 8. Please add a note to the plans that states the painted fogline and centerline will be restriped, as required, prior to project completion. 9. The mailboxes shall not be placed any closer to the intersection than the east property line of lot 1. Please revise the plans accordingly. 10. Detail: CB 2 - 48" Type 2: a. Please change the word `standpipe' to `control tee'. b. CMP is not permitted material for the control tee. Please revise accordingly. 11. Impervious/Footing Drain Note: a. Please add `under a separate permit'. SHEET 6 OF 10 — ROAD & STORM DRAINGE PLAN & PROFILE 1. Please show the street sign location on this plan sheet to verify there are no utility conflicts. 2. Please add a note to this plan sheet that if the rim to invert exceeds 5', a type II manhole is required. 3. Surface water runoff from the driveway cannot sheet flow over the sidewalk and into the street. Please show the surface water runoff from the driveway being collected (on private property) and discharging to the detention system. 4. It appears that there is not 2' of cover over the pipe where the storm connects to the east CB on Viewland Way. Please revise the plans to show ductile iron or C900 being used or obtain more cover over the pipe. 5. Please show the impervious surface chart on this plan sheet. 6. Move the `Stormwater Control Summary' to this plan sheet. Page 3 of 4 Sheet 7 of 10 — SANITARY SEWER & WATER PLAN 1. Please show the 6" cleanout required at the property line (with 12" lamphole cover with hexbolts) located such that the cleanout is at the property line, but located in the right-of-way. 2. If a fire sprinkler system is required for the new home, typically the existing water service line from the watermain to the meter will not be the appropriate size and a new tap will be required. If a fire sprinkler system is required, please show the following: a. Please add a note that a 1" meter is to be installed b. Show the water meter located in the right-of-way, such that the back of the meter is on the property line. The water meter shall not be located within the driveway. c. Note existing service to be cut and capped at the main. 3. Will a separate irrigation meter be installed? If so, show on plans. An irrigation Sprinkler Permit shall be obtained from Public Works Cross Connection Control Specialist — Jeff Koblyk. Phone: 425-771-0235 or email jef£koblykgedmondswa.gov. 4. Show the existing blue reflector required in the street ROW identifying fire hydrant locations. If the reflector is damaged during construction it will need to be replaced per City standard detail E7.1. 5. Please show a storz adapter being installed on the fire hydrant near the site. 6. Please label how the sewer connection will occur at the main. If the connection will be core drilled, show the connection at the sewer main per City standards and with a Romac Inserta-tee. If the sewer connection will be cut in, please show a wye to be installed. Sheet 8 of 10 — GENERAL DETAILS No Comments Sheet 9 of 10 — GENERAL DETAILS 1) Please remove WSDOT detail and replace it with the City of Edmonds Standard Detail, GU- 400. Sheet 10 of 10 — COVER SHEET 1) Please rename this plan sheet `Traffic Control Plan'. 2) Please show a haul route. The haul route should be from SR104 to 9th to Main to Olympic (and reversed).
