I will be in and out of the office today on inspections however the eng tech on duty should be able to help you with any questions you have regarding the submittal requirements for the encroachment permit. I should be in the office most of the day tomorrow if that works for you. I have reviewed the resubmittal and only have just a couple of questions that need to be answered. All of them need to be addressed by the geotech. 1) The Geo Group Northwest, Inc. report dated February 25, 2014 has a typo (at least I sure hope that it is a typo) on page 8 in the last paragraph. The last sentence states that "...the proposed development will increase surface water discharge or sediment to adjacent properties...". Please revise the report to read "will not". 2) The current landscape plan shows new planting at the southeast corner within the area of existing vegetation. The geo report states on page 9 under Mitigation #8 "Vegetation on the steep east slope should be maintained in a natural condition and not be modified...". See Plate 2 and 3. Please remove planting shown in the vegetated slope areas or provide approval of the planting from the geotech. 3) Another requirement of the geo report is regarding groundwater seepage areas. Seepage is identified in the northeastern and southeastern areas of the slope. The report's direction for mitigating the water is to armor the seep area with mirafi fabric and cover with 2 — 4 inch rock to mitigate the subsequent erosion with no disturbance of the existing ground. This appears to be in conflict with the full planting of the steep slope in the seep area as identified on Plate 2 with trees etc. which would be disturbing the ground. Please revise plan or provide specific approval from the geotech clarifying the types of disturbance that are or are not allowed in the steep slope area. 4) Lastly is the note on the landscape plan "Future vegetable garden/fruit tree orchard". There is no permanent irrigation allowed in the ELSHA so these uses do not appear to be appropriate for the space. Is this an approved use for the 10' steep slope buffer and swale area? Please have geotech address both questions. Once those issues are resolved I will be able to approved the plans. The following are items must be received from you prior to plans issuance. 1) The Engineering division requires a $500 bond for construction in the right of way in the Earth Landslide Subsidence Hazard Area (ELSHA). Bond forms can be obtained from your permit coordinator, Kristin Johns. 2) A fully complete encroachment submittal for the driveway and retaining wall to be constructed in the right of way. 3) A completed Engineering Special Inspection agreement.
